Sharing experiences in eliminating temporary and dilapidated houses
Quang Binh province is making efforts to remove difficulties, speed up the implementation of the program to eliminate temporary and dilapidated houses to ensure the completion target before June 2025, especially in Minh Hoa district before September 2025.
On February 19, the Steering Committee for Eliminating Temporary and Dilapidated Houses of Quang Binh province held a meeting with departments, branches, sectors and localities to evaluate the implementation results, share experiences and find solutions to remove obstacles.
To date, 605/1,553 houses in the program have been started, reaching nearly 38%, of which 56 houses have been completed. The whole province still has 948 houses that have not been implemented, including 484 newly built houses and 464 renovated and repaired houses.
The Provincial People's Committee has allocated more than 71 billion VND (divided into 2 phases) to localities according to the approved list. Districts and towns have called for and mobilized resources from organizations and individuals with a total budget of over 1.28 billion VND and 1,210 working days.
However, the implementation process still faces many difficulties, especially inadequate mobilized resources, and implementation progress is not uniform among localities, and some households have not dared to participate due to limited economic conditions.
Quang Binh Provincial Party Secretary Le Ngoc Quang suggested that the Department of Labor - Invalids and Social Affairs and the Ethnic Committee continue to review the number of poor and near-poor households that have enjoyed policies to have appropriate budget allocation plans, ensuring fairness among the subjects.
In the coming time, Quang Binh will continue to allocate budget, call for social resources to support people, and at the same time strengthen progress monitoring, ensure the goal of completing the program on schedule, helping people settle down and stabilize their lives.
Urging the progress of the Program
In recent times, the program to support the construction and repair of houses for the poor in Nghe An has received support from all levels, sectors, businesses and people, bringing practical results. To date, the whole province has mobilized more than 843.19 billion VND, supporting the construction and repair of 11,787 houses, reaching 75% of the plan for the period 2023 - 2025. However, many disadvantaged households still need support.
The Provincial People's Committee requests departments, branches, sectors, district-level People's Committees and the Provincial Fatherland Front Committee to coordinate in implementing the program synchronously and effectively according to the plan of the Provincial Steering Committee for 1838 to strive to complete the elimination of temporary and dilapidated houses in 2025.
Continue to mobilize organizations and individuals to support resources, and at the same time, complete the Steering Committee 1838 as required in Official Dispatch No. 3019 dated October 18, 2024 of the Provincial Party Committee. Departments and branches proactively propose specific solutions to ensure the progress and quality of the program.
The Provincial People's Committee assigned the Provincial Fatherland Front Committee to manage the Fund for the Poor, receiving support from organizations and individuals to support the elimination of temporary and dilapidated houses. The Provincial Steering Committee 1838 allocates support funds from the Central Government, ensuring publicity, transparency, and correct subjects according to regulations.
Departments and branches shall perform tasks according to the state management functions and the operating regulations of the Provincial Steering Committee for Waterways 1838. At the same time, continue to participate in mobilizing support according to the direction of the Provincial Party Committee Standing Committee, associated with the emulation movement "Joining hands to eliminate temporary and dilapidated houses".
The People's Committees of districts, cities and towns will implement programs in conjunction with improving the progress and quality of housing support for the poor, ensuring the completion of three tasks in 2025, including housing support for people with revolutionary contributions, housing support under national target programs, eliminating temporary and dilapidated houses for households outside the above two groups.
Localities should proactively review, compile, and approve the list of poor households that need support, send it to the Department of Labor, Invalids and Social Affairs to advise the Provincial People's Committee to report to the Ministry of Labor, Invalids and Social Affairs.
Along with that, localities coordinate with the Provincial Fatherland Front Committees to advise city Party committees, town Party committees, and district Party committees to complete the Steering Committee and organize the implementation of the program in accordance with the actual situation.
The Provincial People's Committee calls on localities with good socio-economic conditions to promote the spirit of volunteerism, support disadvantaged localities, especially the four districts of Ky Son, Tuong Duong, Que Phong, Quy Chau in eliminating temporary and dilapidated houses for people.
