Many violations detected through inspection
In 2024, Quang Nam Provincial Inspectorate conducted 251 administrative inspections at 392 units. Thereby, it discovered violations of more than 37.6 billion VND and more than 10,601m2 of land.
Including cases carried over from last year, Quang Nam has recovered and paid to the State budget more than 18.5/41.6 billion VND that had to be recovered (reaching 44.5%) and 45,192m2 of land.
198/220 collectives have been disciplined for responsibility (90%), 361 individuals have been disciplined for responsibility, 1 individual has been dismissed, 1 individual has been warned, and many individuals have been reprimanded (93.2%). Information and records of 5 cases with signs of crime have been transferred to the Investigation Police Agency for review according to authority.
Regarding specialized inspection work, 157 organizations and 356 individuals were discovered and handled for violations with a total amount of more than 21.3 billion VND; administrative violations were fined more than 6.6 billion VND; 1 case with 3 subjects was transferred to Tam Ky City Police.
Including cases transferred from last year, the province has recovered more than 1.5 billion VND/ 20.7 billion VND; and more than 7.7 billion VND through administrative violation handling activities...
Quang Nam Provincial People's Committee assessed that the determination in inspection and examination work has contributed to positively impacting the awareness and actions of units and heads of units in financial management, budget, capital construction investment management, thrift practice and waste prevention.
Asset recovery in corruption cases is low
At the 28th session of the 10th Provincial People's Council in early December 2024, Mr. Nguyen Manh Ha - Head of the Internal Affairs Committee of Quang Nam Provincial Party Committee proposed that all levels need to strengthen supervision and direction of thrift practice and waste prevention, especially when the rate of money and assets recovered from current economic corruption cases is very low.
A total of 12 cases were filed but only one case was carried out, only 433 million VND/95 billion VND was recovered, Mr. Ha cited.
Regarding economic cases, only 12 cases have been carried out, recovering 538 million VND; there are still 33 cases with 24 billion VND that have not been recovered. The conclusions of state inspections and audits, the rate of recovering money and land is low, remaining for many years.
In addition to many outstanding debts that were determined to be irrecoverable through inspection (because the units had dissolved or stopped operating), Mr. Nguyen Do - Deputy Chief Inspector of Quang Nam province said that there are still some units and enterprises that are procrastinating, deliberately not implementing, or are being forced to pay taxes, have dissolved, stopped operating, and no longer have a contact address, so urging the recovery of illegal money after inspection is very difficult.
From a subjective perspective, there are agencies directly managing the inspected subjects that have not yet fully promoted their responsibilities in urging and directing the implementation of inspection conclusions. The coordination between functional agencies such as inspection, examination, tax, and banking is not yet tight and synchronous...
Quang Nam Inspectorate recommends that there should be strong solutions to recover illegal assets. For units and enterprises that deliberately delay and do not pay illegal money, consider banning them from participating in bidding and receiving construction contracts for other projects and procurement packages.
