The project to upgrade and expand the storm shelter anchorage combined with Tinh Hoa fishing port, invested by the Department of Agriculture and Rural Development, has a total investment of 460 billion VND. Of which, the central budget fund managed by the Ministry of Agriculture and Rural Development is 400 billion VND, and the local budget fund is 60 billion VND.
The project is implemented on a large scale, including items: dock, embankment after the dock, dredging of channels, anchor pillars, anchor buoys, signal buoys, renovation of old fishing ports; embankments, yard roads in the port, rainwater drainage system and auxiliary architectural works. The project is built in Dong Son commune, started in 2024 and is expected to be completed in 2026.
These days, at the project construction site, the working atmosphere is urgent and bustling. After the construction period was affected by prolonged storms and floods, contractors are pouring all their efforts to compensate for the progress. On the construction site, more than 50 specialized equipment and nearly 200 workers are working continuously, divided into many construction points, spread evenly across all items.

After nearly two years of construction, this is considered the most breakthrough construction phase of the project. The first item has been basically completed by the operator. The remaining items are being accelerated, creating a clear appearance for the anchorage area and fishing port in the future.
In parallel with the construction of the main items, the contractor pays special attention to encircling the area of the surplus material storage yard, in order to promptly receive large volumes of sand and mud arising during dredging and construction. This solution contributes to maintaining the construction rhythm and accelerating the overall progress of the project.
Mr. Nguyen Mau Khuyen, Commander of the construction site, said that the contractor has fully gathered materials and materials to the foot of the project, ready to accelerate construction. The goal is that by the end of January 2026, more important items will be completed such as: a pier about 350m long, embankment behind the pier and main port, inland port traffic road, vehicle gathering yard, anchor system, anchor buoys and signal buoys.
Currently, a part of the project site area has not been handed over. The contractor proposed that the investor closely coordinate with local authorities to soon remove obstacles in site clearance and land recovery to hand over for construction, ensuring the goal of completing the entire project by the end of 2026.
According to the investor, the construction and disbursement progress of the project is currently basically within the set plan. However, site clearance work still faces some difficulties, and it is necessary to focus on completely removing them so that the project reaches the finish line on schedule.
From now until the end of January 2026, Dong Son commune will approve a number of compensation and support plans, as a basis for paying money to people and recovering land for construction. Striving in February 2026, 100% of the land will be handed over to the contractor.
