According to Quang Ninh Provincial People's Committee, currently, the whole province has 1,452 villages, hamlets, and neighborhoods. Among them, the number of villages, hamlets, and neighborhoods meeting regulations is 204 (accounting for 14.05%); the number of villages, hamlets, and neighborhoods not meeting standards is 1,248 (accounting for 85.95%).
Based on Article 10 of Decree No. 185/2026/ND-CP dated May 26, 2026 of the Government stipulating the organization and operation of villages and residential groups and regimes and policies for non-specialized workers in villages and residential groups; Document No. 2250/UBND-TH dated May 30, 2026 of Quang Ninh Provincial People's Committee guiding scale standards for specialized areas, specifically as follows:
Villages and hamlets from 400 households or more, neighborhoods from 550 households or more.
For villages, hamlets, and neighborhoods with specific factors: Tran island village belonging to Co To Special Zone does not apply the standard of household size; Villages located on isolated islands or villages belonging to communes located on isolated islands from 200 households or more.
For villages, hamlets, and neighborhoods in mountainous or border communes or ethnic minority areas, regulations stipulate that there are 200 or more households.
In case villages and hamlets belong to ethnic minority areas with many ethnic groups living together, with unique characteristics in customs, habits, and cultural identity that require special requirements in management, organization of activities, or have a distance from the population concentration point to the village center (village cultural house) of 10 km or more, they may be lower than the above standard but must ensure that there are 150 or more households.
Regarding the arrangement plan, the whole province implemented the arrangement of 1,452 villages, hamlets, and neighborhoods into 624 villages, hamlets, and neighborhoods, reducing 828 villages, hamlets, and neighborhoods, reaching 57.02%.
It is expected that after arrangement, there will be 79 villages, hamlets, and neighborhoods with 1,000 households or more; 25 villages with fewer than 200 households.
Quang Ninh Provincial People's Committee requests that the naming of villages and neighborhoods be carried out simultaneously in the process of establishing, arranging, and reorganizing villages and neighborhoods. The renaming of villages and neighborhoods is carried out in cases of duplication of village and neighborhood names in the same commune-level administrative unit or according to the wishes of the people in villages and neighborhoods. Research the use of the name of one of the villages and neighborhoods before arrangement to limit the impact due to having to change personal papers and contact addresses of individuals and organizations; use the traditional names and place names of old villages and communes in the past.
