According to the report of the Party Committee of Quang Ninh Provincial People's Committee, the whole province has completed the arrangement of 1,452 villages, hamlets, and neighborhoods into 624, reducing 828 villages, hamlets, and neighborhoods, achieving a reduction rate of 57.02%.
After arrangement, 624/624 villages, hamlets, and neighborhoods meet the standards according to regulations; basically overcoming the situation of small-scale villages, hamlets, and neighborhoods that do not meet the standards for the number of households.
The arrangement of villages, hamlets, and neighborhoods is associated with consolidating the organization of the political system at the grassroots level, arranging and using non-specialized personnel, and preparing conditions for new villages, hamlets, and neighborhoods to operate stably.
Localities have proactively reviewed and arranged appropriate personnel, gradually improving the quality of the team of Party cell secretaries; village, hamlet, and neighborhood heads; heads of Fatherland Front Work Committees and forces participating in activities in villages, hamlets, and neighborhoods, meeting the requirements of tasks after arrangement.
The arrangement and consolidation of Party organizations, Fatherland Front Working Committees and branches, youth unions, and association organizations in villages, hamlets, and neighborhoods are implemented in accordance with the policy, regulations of the Party Charter and instructions from superiors. The implementation process ensures democracy, objectivity, publicity, and transparency; creating high unity among Party committees, cadres, party members and people.
At the meeting of the Standing Committee of the Provincial Party Committee on the results of implementing the arrangement of villages, hamlets, and neighborhoods in the province and many other important contents, on July 13, Mr. Quan Minh Cuong - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Delegation of National Assembly Deputies of Quang Ninh province - emphasized that after arrangement, the most important task is to quickly stabilize the organization, ensure that new villages, hamlets, and neighborhoods operate smoothly and effectively, without interrupting the service to the people.
In that spirit, the Secretary of the Quang Ninh Provincial Party Committee requested that in August 2026, the election of village, hamlet, and neighborhood heads be completed, ensuring democracy, publicity, and in accordance with procedures and regulations.
Assign the Provincial Party Committee's Organization Board to have temporary guidance on organizing Party cell meetings for Party cells after mergers with many party members. Sectors and localities review, prepare dossiers, and promptly resolve regimes and policies for non-specialized personnel in villages, hamlets, and neighborhoods who are redundant after arrangement, ensuring publicity, transparency, and the right subjects, in accordance with regulations.
At the same time, study and consider having mechanisms and policies for villages, hamlets, and neighborhoods; continue to review, arrange, arrange, manage, and effectively use cultural houses, community activity points, equipment, and facilities of villages, hamlets, and neighborhoods after arrangement.
