According to the plan, Quang Ninh will expand National Highway 279, the section passing through the area planned as the new administrative center of the province and city Central Avenue.
Central Avenue is expected to stretch from Bang Bridge intersection to Tinh Yeu Bridge, about 10km long.
To complete the dossier to report to competent authorities on the implementation policy, Quang Ninh Provincial People's Committee assigned the Construction Investment Project Management Board of Region I to urgently complete the proposed plan for Central Avenue, which clearly defines the scale, total investment level, and investment method.
At the same time, pay attention to reviewing and evaluating the foreign traffic connection plan to ensure connection with the Ha Long - Van Don expressway (at the starting point of the expressway, Dong La intersection, Trai Me intersection, Viet Hung intersection) and connection with National Highway 18.
Evaluate the remaining land fund to study the construction of the Provincial Administrative Center, Square, central urban area on the north side of the route and the land fund on the side (south side of the avenue) to study the square associated with cultural and sports activities, service areas, tourism and other works and items according to the plan.
Regarding the plan to build Cua Luc 2 bridge across Cua Luc Bay, Quang Ninh Provincial People's Committee assigned the Investment and Construction Project Management Board of Region I to soon complete the proposed plan for Cua Luc 2 bridge, including comprehensive research and assessment of the necessity and preliminary effectiveness of the investment plan; expected scale, total investment level; clarifying investment form, capital sources and implementation roadmap. Along with that, propose a plan to handle the existing land fund of Cai Lan Shipbuilding Industrial Cluster (belonging to Viet Hung ward), including the plan to relocate Ha Long Shipyard.
Assign the Department of Construction to preside over and coordinate with the Construction Investment Project Management Board of Region I to have reports and assessments clearly showing technical and artistic views, architectural landscape solutions and related contents to agree on the proposed plan.
Based on the proposal of the Investment and Construction Project Management Board of Region I, opinions of departments, branches, and localities, assigning the Department of Finance to preside over and complete reports to competent authorities on the policy of implementing the proposed Central Avenue and Cua Luc 2 bridge plan, including paying attention to assessing the impact on nearby works and projects when implementing the Central Avenue plan.
Quang Ninh Provincial People's Committee requests departments, agencies, branches, and localities to implement and complete the contents as directed, and report to the Provincial People's Committee no later than January 25, 2026.
