The People's Committee of Quang Ninh province has agreed in principle to develop a Decision of the Provincial People's Committee promulgating Regulations on the management, protection, restoration, and promotion of the value of relics and the management of revenue and expenditure of donations, sponsorship for relics and festival activities in Quang Ninh province. The expected issuance time is in the fourth quarter of 2024.
The People's Committee of Quang Ninh province assigned the Department of Culture and Sports of the province to be the presiding agency, coordinating with the Department of Finance and related units and localities to develop the Decision of the Provincial People's Committee; preside over the drafting of draft contents on management, protection, restoration, rehabilitation and promotion of the value of relics in Quang Ninh province; advise on the drafting of documents to ensure compliance with the process of drafting and promulgating legal documents of the Law on promulgation of legal documents in 2015 (amended and supplemented in 2020) and current legal regulations.
Assign the Department of Finance to preside over drafting the contents on management of revenue and expenditure of donations, sponsorship for relics and festival activities in the province; receive and explain the contents developed by the Department of Finance to the Department of Culture and Sports for synthesis; coordinate with the Department of Culture and Sports in other related contents to develop and complete the draft, submit for promulgation to ensure compliance with current regulations.
Previously, in Notice No. 67/TB-VPCP dated March 7, 2023 of the Government Office, "The Ministry of Finance is assigned to preside over and coordinate with the Ministry of Culture, Sports and Tourism to plan a comprehensive inspection of the management of donation money at historical and cultural relics, pagodas and temples nationwide, piloting from Quang Ninh province, reporting to the Prime Minister in the second quarter of 2023".
On April 12, 2023, the Minister of Finance issued Decision No. 775/QD-BTC on piloting the inspection of donation management at historical and cultural relics, communal houses and pagodas in Quang Ninh province.
Inspection content: Receiving, managing, and using donations and sponsorships for relics and festival activities; reviewing the opening of accounts and books to record the receipt and disbursement of donations and sponsorships, the content of the use of donations and sponsorships, and monitoring the receiving, counting, and using of donations and sponsorships.
The inspection period is 2022 and the first 4 months of 2023 (not applicable for 2020 and 2021 due to the COVID-19 pandemic, the monuments must be closed).
After a period of inspection, in July 2023, the Ministry of Finance issued report No. 119/BC-BTC dated July 21, 2023 to Prime Minister Pham Minh Chinh and Deputy Prime Minister Le Minh Khai reporting the results of the pilot inspection of the management of donation money in Quang Ninh province in 2022 and the first 4 months of 2023.
According to the Ministry of Finance, the reality in Quang Ninh province shows that people have a great need to donate and sponsor relics and festivals. However, up to now, there has been no overall assessment report on this activity nationwide, but only at the relics level, according to each locality's own way of doing things. Therefore, to synthesize and evaluate this activity more fully, it is necessary to organize a comprehensive inspection of the management of donation money at historical-cultural relics, pagodas and temples nationwide.
