In Hai Phong, according to the forecast bulletin of the city's Hydrometeorological Station, at 7:00 a.m. on August 18, the center of the tropical depression was at about 18.8 degrees North latitude; 108.4 degrees East longitude, in the eastern sea of the Gulf of Tonkin, the strongest wind near the center of the tropical depression was level 6-7, gusting to level 9; moving northwest at a speed of about 15km/h. In the next 24 hours, the tropical depression is forecast to be at about 21.5 degrees North latitude; 107.4 degrees East longitude, in the areas of Quang Ninh and Lang Son.

Implementing the direction of the City People's Committee and Official Dispatch No. 5630/CD-BNNMT dated August 16, 2025 of the Ministry of Agriculture and Environment on responding to tropical depressions in the East Sea, the City Civil Defense Command informed the City Border Guard Command, People's Committees of communes, wards and special zones to regularly notify and call on ships operating at sea; number of workers on aquaculture cages and cages; take all measures to avoid and take safe shelter. The units arranged to prevent collisions and sinking of ships at anchorages, to be completed before 4:00 p.m. on August 18.

In Quang Ninh, to ensure the safety of ships operating in the sea area, the Department of Agriculture and Environment requests the Department of Construction, the Quang Ninh Maritime Port Authority, the Inland Waterway Port Authority, and the People's Committees of coastal localities to temporarily suspend licensing unqualified watercraft to operate at sea.
It is possible to consider allowing ships to run to shelters and end this work before 3:00 p.m. on August 18, 2025. Temporarily suspend licensing of sightseeing and accommodation activities at sea.
The implementation time is from 1:00 p.m. on August 18, 2025. The licensing suspension ends when there is a final tropical depression bulletin.
