According to information from the People's Committee of Dam Ha commune, at around 6:15 p.m. on August 17, a thunderstorm appeared in Hon Ba area, Binh Hai village, Dam Ha commune. At around 8:00 p.m., the commune government received a report from the commune police about the boat capsize accident at sea.
The raft is owned by Mr. Nguyen Van M (born in 1980, residing in Quang Minh 3 village, Dam Ha commune), departing from Ghenh Vo wharf (Quang Ha commune) to the coastal areas of Binh Hai village to raise clams.
Immediately after the incident, people found and took a victim, Ms. Le Thi Q (born in 1993, residing in Quang Chinh village, Quang Ha commune) to Dam Ha commune health station for emergency care.

The People's Committee of Dam Ha commune coordinated with the People's Committee of Quang Ha commune to mobilize military and police forces and the Quang Duc Border Guard Station to participate in the rescue. However, due to prolonged heavy rain and low tides, the search encountered many difficulties.
At 7:00 a.m. on August 18, the authorities found the bodies of the two victims, Ms. N.T.H (born in 1984, residing in Quang Chinh 7 village, Quang Ha commune) and Mr. T.V.T (born in 1982, residing in Quang Minh 2 village, Quang Ha commune) in the oyster farming area of the people.
After that, the bodies of the two victims were taken to Hai Ha Medical Center for necessary procedures. The remaining 14 people were brought to shore safely.
Currently, the People's Committee of Dam Ha commune is coordinating with the People's Committee of Quang Ha commune and relevant agencies to verify and clarify the cause of the incident.
Previously, at around 6:15 p.m. on August 17, in Quang Ha commune, the storm also caused 5 aquaculture farmers to be in trouble in the Hon My sea area. Thanks to the timely support of the Quang Dien Border Control Station, by 7:15 p.m., all 5 people were rescued and brought to shore safely and their health is now stable.
