Regarding the results of remediation according to the direction of Document No. 90 of the Ministry of Natural Resources and Environment: The number of unqualified fishing vessels has decreased from 579 to 85 (a decrease of 494 vessels); Patrol, control, and handling of violations at sea have been strengthened, with over 449 violations detected and handled since the beginning of 2025 to date, fined over 6.29 billion VND; Complete the prosecution records for 1 case of sending journey monitoring equipment on fishing vessels (02 defendants)...
However, in the process of implementing tasks, there are still some shortcomings, limitations and difficulties, such as: The rate of controlling fishing vessels and output through fishing ports and fishing wharves on the eCDT system is still low; There are still fishing vessels that have lost VMS connection, operating in different areas, and there are still some ship owners who have not issued fishing licenses and inspected according to regulations; Some anchorage areas do not meet the conditions for facilities to announce fishing ports according to regulations.
Reasons: Communes/wards/special areas, agencies are still confused in implementing tasks transferred from the previous district level; The management area is wide, while the management forces, especially Quang Ninh province, have long sea routes, fishermen often focus on exploiting near the demarcation line, leading to a high risk of encroachment on foreign waters; Lack of mechanisms in attracting investment for fishing ports/ anchorage areas; Software systems related to fishing vessel management are not unified (Vnfishbase software, eCDT, penalty data, VMS...).
Regarding the tasks in the coming time, Quang Ninh province said that it will continue to conduct a general search to handle 34 unlicensed fishing vessels, 51 cases of expired registration and cases of loss of VMS connection for more than 6 hours; assigning the Department of Agriculture and Environment as the focal point to preside over the implementation of management to ensure that these fishing vessels cannot participate in fishing activities.
Strengthen control of fishing vessels and products through the eCDT system, assign the Department of Agriculture and Environment to synthesize the results, localities, Border Guard, and Police to organize the launching of patrols and inspections to propagate and instruct people to install and report.
