Quang Ninh Provincial People's Committee has just issued Document No. 2075/UBND-TH to implement Directive No. 21/CT-TTg dated May 20, 2026 of the Prime Minister on arranging villages, residential groups and non-specialized personnel.
Accordingly, Quang Ninh Provincial People's Committee requests that the arrangement of villages, hamlets, and neighborhoods must be consistent with the criteria and conditions according to the Government's regulations and local management requirements when operating the 2-level local government.
The implementation process must fully consider the specific factors of history, culture, customs, habits, geographical conditions, national defense, security and the natural cohesion of the community.
Requirements for the arrangement process must maintain political stability, social order and safety; proactively grasp the situation, promptly handle arising issues, and prevent hot spots and complicated cases at the grassroots level from occurring.
Assign the People's Committees of communes, wards, and special zones to urgently review all villages, hamlets, and neighborhoods in the area; develop plans to arrange and reorganize villages, hamlets, and neighborhoods. This plan must include the content of consolidating the contingent of non-specialized personnel in villages, hamlets, and neighborhoods after arrangement.
Localities must report to Party committees at the same level before reporting to the Provincial People's Committee through the Department of Home Affairs, completing before June 3, 2026.
Assign the Department of Home Affairs to guide localities to review and develop arrangement plans for villages, hamlets, and neighborhoods that do not meet the criteria; summarize and develop overall plans for arranging and reorganizing villages, hamlets, and neighborhoods in 2026, advise the Provincial People's Committee to report to competent authorities, and complete before June 5, 2026.
The Department of Finance is responsible for guiding the arrangement, management, and use of funds for implementing the arrangement of villages, hamlets, and neighborhoods and regimes and policies for non-specialized workers.
