Difficulties in opening vocational training classes
Mr. Chang Van Le, a resident of Quang Phu commune, said that his family is in a difficult situation and lives in an ethnic minority area far from the commune center. Mr. Le hopes to learn the profession of animal husbandry or farming to improve livelihoods, develop the economy, and improve life.
According to the People's Committee of Quang Phu commune, the total capital of the three national target programs in the commune this year is more than 27 billion VND, including more than 24 billion VND in investment capital and the rest is career capital.
Since the beginning of 2025, despite efforts to implement, Quang Phu commune (Lam Dong) has not been able to open vocational training classes for rural workers under the National Target Program budget.

Mr. Y Cam - Deputy Head of the Department of Culture and Society of Quang Phu commune - said that the locality has not been able to open a vocational training class due to many reasons.
In particular, many villages and hamlets far from the center have difficulty in transportation, and the opening of classes on site is difficult; the work of announcing enrollment and mobilizing people to participate takes a lot of time and money.
The quality of students' input is not uniform, most of them only attend basic school, making it difficult to acquire professional knowledge...
For the above reasons, the People's Committee of the commune cannot currently coordinate with vocational training institutions to organize vocational training for rural workers.

Removing obstacles, sustainable poverty reduction
According to the People's Committee of Quang Phu commune, after the review, the number of poor households in the year decreased from 121 to 109; near-poor households from 395 to 322.
The commune has been developing a poverty reduction plan, assigning specific targets to departments, branches and self-management boards of villages and hamlets.
Mr. Cao Ba Hoang - Vice Chairman of the People's Committee of the commune - said that from the resources of the National Target Program, many households in villages and hamlets have escaped poverty and near-poorness. This result is achieved thanks to the support of the government in disseminating economic models on livestock farming, farming, etc.
Recognizing the role of vocational training in agricultural development and improving people's lives, Quang Phu commune has set out orientations to overcome difficulties to improve the effectiveness of organizing vocational classes.

According to Mr. Hoang, the commune is currently focusing on surveying the actual needs of the people to open appropriate classes. Instead of spreading out, the commune prioritizes highly applicable courses such as animal husbandry, farming, traditional crafts... to help people access close, practical knowledge, serving production.
In addition, the commune proactively coordinates with professional agencies, inviting lecturers with teaching experience to improve training quality and create output for products.
This is considered a sustainable direction, contributing to poverty reduction in ethnic minority and mountainous areas in the period of 2025-2030.
