On October 22, the Quang Tri Provincial Civil Defense Command said that due to the complicated developments of storm No. 12, the province has requested investors to temporarily suspend construction at locations that do not ensure technical safety on dykes, embankments, and irrigation culverts; at the same time, strengthen supervision and ensure absolute safety for reservoir works.
According to the forecast, from noon on October 22 to October 27, Quang Tri will have very heavy rain over a wide area, with common rainfall from 300 - 750mm. Water levels on main rivers are likely to exceed alert level 3, with a high risk of flooding and landslides.
As of the morning of October 22, the whole province still has 18 vehicles with 128 workers operating at sea. The authorities are continuing to call on ships to safe shelters, ready to respond to emergency situations.
Currently, reservoirs in the province are operating safely. The total capacity of irrigation lakes managed by Quang Tri Irrigation Works Exploitation Company Limited reached 87% of the design. The dams, embankments, and dams under construction have reached about 80% of the volume, ensuring a safe flood crossing and technical stopping point.
The province requires reservoir and dyke management units to urgently review and supplement disaster response plans; arrange forces and materials to be ready to protect dykes when incidents occur; strictly monitor downstream areas, vulnerable dykes and key projects.
The Quang Tri Provincial Civil Defense Command has also deployed forces to be on duty 24/7 to ensure the safety of works and residents in downstream areas before the storm makes landfall.
