Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 200/CD-TTg dated October 20, 2025, requesting ministries, branches and localities to proactively deploy measures to respond to storm No. 12 and floods.
According to the forecast of the National Center for Hydro-Meteorological Forecasting: In the next 24 hours, the storm will move northwest, reaching the strongest intensity of level 11, gusting to level 13 (when in the northern area of Hoang Sa special zone). From tomorrow, October 21, the storm will interact with cold air, possibly changing both direction and intensity.
Due to the influence of the storm's circulation, combined with other weather conditions, from October 22 to 26, the Central region, especially from Ha Tinh to Quang Ngai, is likely to experience widespread heavy rain, lasting for many days, locally very heavy rain over 900mm.
High risk of flash floods and landslides in mountainous areas, flooding in low-lying areas and urban areas; floods on rivers from Quang Tri to Quang Ngai are likely to rise above alert level 3.
This is a complicated storm, with a high risk of prolonged heavy rain over a wide area, causing major floods, deep flooding, flash floods, and landslides in many localities. To proactively prevent, avoid, respond, ensure the safety of people's lives, and minimize property damage, the Prime Minister requested:
The Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade and relevant ministries and branches; Chairmen of the People's Committees of coastal provinces and cities, especially from Ha Tinh to Dak Lak, focus on directing and proactively implementing measures to immediately prevent, avoid and respond to storm No. 12, especially the risk of heavy rain, landslides, and flash floods.
Implement with the spirit of urgency and determination, proactively prevent and respond at the highest level, prepare for the worst situations to ensure the safety of life, limit damage to people's property, avoid being passive or surprised.
Continue to review, count, grasp the locations of all ships and vehicles operating at sea, instruct ships and vehicles still operating at sea to move so as not to enter or exit the danger zone or return to a safe shelter.
The Prime Minister requested the Chairmen of the People's Committees of provinces and cities from Ha Tinh to Dak Lak to direct the immediate implementation of response measures to the risk of heavy rain, landslides, flash floods, and inundation in urban areas, low-lying residential areas, along rivers and streams.
Review plans, proactively arrange forces, means, materials, food and necessities in key areas, especially those at risk of cutting and isolating due to landslides and floods to be ready to respond to situations of being isolated, cut off for many days and deploy response, rescue and relief work when bad situations occur.
The Minister of Agriculture and Environment coordinates with the industry and trade sector and localities to direct the safe and effective operation of the inter-reservoir system, absolutely not allowing unsafe dams.
The Ministers of the Ministries of National Defense and Public Security proactively direct units stationed in the area to review plans, arrange forces and means to be ready to support localities in implementing evacuation work, relocating residents, responding to storms, floods and rescue when required.
