On August 12, the People's Committee of Quang Tri province announced that Chairman of the People's Committee of Tran Phong province had signed a document directing departments, branches and People's Committees of communes and wards involved in implementing site clearance for the North-South high-speed railway project.
The People's Committees of 35 communes and wards with railway lines will be the investors of resettlement areas located in their management areas.
Localities must proactively demarcate the route corridor on the cadastral map, strengthen inspection and management of site clearance scope, prevent illegal construction and creation of assets; at the same time, propagate to people and businesses to clearly understand the importance of the project and comply with legal regulations.
Commune and ward authorities are responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee if there are violations or management is lax.
The proposal of construction locations for resettlement areas and cemeteries must be in accordance with planning, economical, effective, comply with the law, meet customs and practices and ensure consensus of people, especially households directly affected.
