On the morning of August 25, Nhat Le Border Guard Station (Quang Tri Border Guard) said that the unit is mobilizing fishermen to move about 15 fishing boats to Cua Phu fishing port (Dong Hoi ward) to anchor to avoid the storm. Before that, these ships had entered the fishing port but turned around and were scattered along the Nhat Le River. After being propagandized, up to now, 10 fishing vessels have been put into safe locations, the remaining vessels are continuing to be mobilized.
Lieutenant Colonel Phan Quang Thanh - Head of Nhat Le Border Guard Station - emphasized that it is very important to mobilize fishermen to take their boats to shelters, to ensure the safety of fishermen's vehicles and lives.
According to the Standing Office of the Provincial Civil Defense Command, from noon on August 25 to noon on August 26, the northern area of Quang Tri province will have heavy to very heavy rain, with common rainfall of 100-220mm, some places over 300mm; the south will have moderate to very heavy rain, rainfall of 40-100mm, some places over 150mm. Major rivers are forecast to experience a flood, in which the Gianh River may reach alert level 2-3, the Kien Giang and Thach Han rivers are at alert level 2.

Faced with the risk of flash floods, landslides and localized flooding, by noon on August 25, the whole province had evacuated 1,604 households with 5,010 people. The authorities have also inspected and safely operated the reservoirs, ensuring that the capacity is only about 55.5% of the design, and reviewed and updated emergency response plans for dams and downstream areas.
In Bac Gianh ward, the Civil Defense Command directly inspected and assigned forces to closely monitor the facility. By the morning of August 25, all 347 fishing boats and 259 coastal fishing boats of fishermen had come ashore to take shelter. The local government also supported people to harvest 141 hectares of rice before the storm, and at the same time directed construction units of the coastal road project, the North Gianh River storm shelter area and the Gianh Bridge expansion to complete measures to ensure the safety of the project.
Vice Chairman of the People's Committee of Bac Gianh Ward Tran Ngoc Huong said that the dykes and embankments in the area, over 11km long, have been reinforced. "We request that members of the Command Board stay close to the area, on duty 24/7, absolutely not to be passive in the face of storm developments" - Mr. Huong affirmed.
Meanwhile, in Cua Tung, the Border Guard Station promptly supported a Quang Ngai fishing boat (number QNg-95181-TS, 6 crew members) whose anchor broke on the night of August 24. Border guards coordinated to bring the ship safely to port No. 1. Head of the station Tran Tuan Dung said that the location of the fishing boat anchored is still not really safe, but the unit maintains a standing force, monitors the water level, and is ready to move the boat to the storm port when the weather allows.
Currently, the risk of flooding in low-lying areas along rivers, downstream residential areas, flash floods in mountainous areas and landslides on traffic routes is assessed at a high level. The authorities have asked people to absolutely not cross the spillways and areas with fast-flowing water.
