From the night of September 28, heavy rain continuously poured down, causing many main roads such as 72m road, Le Nin Avenue, Ga Vinh market area... to turn into "rivers". Some key intersections were seriously congested, cars and motorbikes could not move. People had to push their vehicles in heavy rain to find temporary shelter.
In this situation, key wards in the old Vinh city such as Thanh Vinh, Vinh Hung, Vinh Phu have implemented many response measures. Local authorities urgently clear sewers, tie up covers, signs, and trees; at the same time, review and make a list of households in deeply flooded and high-risk areas to be ready for evacuation.
Thanh Vinh Ward is preparing a plan to relocate residents in the old Quang Trung apartment building - a hot spot with an unsafe risk. Vinh Hung Ward has informed about 40 households in blocks 5, 7, 13, 14 (old Quan Bau, Nghi Kim) to be ready to relocate, prioritizing families with elderly people and children.
Vinh Phu Ward coordinated with the Information Brigade 80 (Military Region 4) to prepare a relocation point for about 80 households in block 18, Nghi Phu.
In addition, Vinh Loc, Truong Vinh, Cua Lo wards... are also urgently reviewing riverside, coastal areas, landslides, consolidating lakes, power grids, schools and health stations, with the highest goal of ensuring safety for the people.
Previously, to ensure the safety of the reservoir, Chi Khe Hydropower Joint Stock Company announced that it plans to increase the water discharge flow of the reservoir from 20:30 on September 27, with a flow of 2,000 - 3,500m3/s (including discharge through the spillway and power generation through the plant). The discharge flow can change depending on the amount of water flow to the reservoir and will end when balanced with the power generation flow.
The Provincial Civil Defense Command has notified the authorities of communes and wards downstream of the Ca River such as Con Cuong, Anh Son, Nam Dan, Hung Nguyen, Nghi Loc, Vinh City and Cua Lo... along with departments, branches, units, investors in the construction of riverside vehicles, water transport vehicles and people to implement preventive work, ensuring safety of life and property.
