Expanding the beneficiaries of pension, maternity, sick leave, etc.
Clause 1, Article 2 of the Social Insurance Law No. 41/2024 effective from July 1, 2025 stipulates the subjects participating in compulsory social insurance and voluntary social insurance.
According to the provisions of the Law on Social Insurance 2024, effective from July 1, 2025, there are additional subjects participating in compulsory social insurance such as: Business owners with business registration, People working under labor contracts without full-time, with salary ≥ the minimum salary for social insurance contributions, People not working under labor contracts but having salary, wages, and being supervised by one party, standing militia, non-professional workers at the village, hamlet, residential group level...
Thus, according to the Social Insurance Law 2024, business business owners with business registration are also subject to compulsory social insurance from July 1, 2025. The payment level is from 585,000 VND/month.
This information makes many business owners happy. Ms. Phan Thi Minh (born in 1965 - a business owner selling tourism products in Hanoi) said that since she was young, she has admired her peers who work for the State or for companies, and who are covered by insurance to receive pensions when they are old, and whose children do not need to worry about their monthly allowances.
"After five years of selling cars, I'm most worried about old age without a pension, without anyone's support. If I were eligible for social insurance, I would be very happy. Spending a few hundred thousand a month, when old, they will have a pension and enjoy the State's regimes. This is a long-term, sustainable consideration. With pensions and insurance, it will not become a burden for children" - Ms. Minh shared.

Ms. Do Thi Binh (born in 1976, owner of a flower shop in Cau Giay, Hanoi) also supports compulsory social insurance payment. "I also find small businesses like mine very unstable, it's okay if we can still do business, but when we get old and weak, if we can't do it anymore, we won't know where to turn" - Ms. Binh shared.
Sharing about this issue, the representative of Vietnam Social Insurance affirmed that this is a new point of the Social Insurance Law, demonstrating the concern of the Party and State for social security policies, aiming to expand the coverage of social security in the spirit of Resolution No. 28 of the 12th Central Executive Committee.
Currently, the Government is also drafting a Decree detailing the implementation of a number of articles of the Social Insurance Law 2024, including specific regulations on the form and roadmap for compulsory social insurance participation for business owners with business registration. After taking effect, Vietnam Social Insurance will provide specific instructions on each content in the Government's Decree.
Participating in compulsory social insurance will enjoy many benefits. For example, when participating in compulsory social insurance, they will enjoy benefits such as sickness, maternity, work accidents, occupational diseases, retirement, death, etc. When receiving pensions, their pensions will be adjusted to increase according to the price index and economic growth of each period, and will be covered by the Social Insurance Fund for health insurance.
Will organize direct dialogue conferences with business owners
"When the State documents come into effect, Vietnam Social Insurance will direct localities to organize the implementation of the task of developing compulsory social insurance participants, especially business owners with business registration" - Vietnam Social Insurance emphasized.
First of all, local social insurance agencies must request close coordination with local units such as business registration agencies, tax authorities to request them to share information and data of business owners. Based on that information and data, social insurance agencies at all levels will base on the regulations on the roadmap for compulsory social insurance payment to classify each group of subjects to guide and urge homeowners to declare and register to pay compulsory social insurance in accordance with the provisions of law.
Organize communication in the area, in many forms such as via radio, newspapers, radio, television, organize direct dialogue conferences with business owners to propose new contents of social insurance, in which when participating in social insurance, what benefits are enjoyed? If you are a subject but do not comply with or do not pay compulsory social insurance, there will be sanctions to handle, so that business households understand the provisions of the law so that they can comply with registration and declaration to participate in compulsory social insurance.
