Voters in Khanh Hoa proposed investing in lighting systems on National Highway 1A section of Co Ma Pass in Dai Lanh commune and the section from Long Phu Tourist Area to Cau Chay in Nam Ninh Hoa ward to ensure safety for people when participating in traffic at night.
Voters also proposed that when implementing the project to expand National Highway 27C section passing through the old Khanh Son district, it is necessary to expand drainage culverts to avoid water overflowing into people's houses and causing durian trees to be flooded when it rains, the current situation: small culverts, water drains not in time.
Sending questions to the Ministry of Construction, voters in Khanh Hoa also expressed that currently in Do Vinh ward, Khanh Hoa province, there is an expressway passing through, so there are many heavy vehicles moving regularly.
However, National Highway 27 is currently small, so it is easy to cause congestion and traffic unsafety during peak hours when students finish school and on holidays and Tet.
Voters proposed to pay attention to upgrading and expanding National Highway 27 to ensure safety for people when participating in traffic through this area.
After studying, the Ministry of Construction would like to answer as follows:
Regarding the proposal to invest in lighting systems on National Highway 1A, the Deo Co Ma section in Dai Lanh commune and the section from Long Phu Tourist Area to Cau Chay in Nam Ninh Hoa ward:
To facilitate smooth traffic, ensure traffic safety and security and order in the area, the investment in lighting systems on some sections of National Highway 1A as proposed by voters is well-founded.
Currently, according to the classification of the item "investment in the lighting system of the Co Ma pass road section" has been approved by the People's Council of Dai Lanh commune in Resolution No. 43/NQ-HDND dated December 30, 2025 to be invested in the 2026 public investment plan.
Local relevant agencies and units are implementing investment procedures according to regulations.
The item "Lighting system of National Highway 1A section from Nui Dat bridge (Km1422+568) to Long Phu tourist area (Km1437+400), Ninh Hoa town" has been approved by the People's Council of Khanh Hoa province in Resolution No. 35/NQ-HDND dated September 16, 2025, using public investment capital from the 2026 - 2030 period to invest and assigned to the Khanh Hoa Provincial Development Project Management Board as the investor to implement.
Regarding upgrading and expanding National Highway 27 and National Highway 27C:
Implementing the Road Law of 2024 and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government, the Ministry of Finance has decided to transfer national highway infrastructure assets to local management and investment, including National Highway 27 and National Highway 27C.
Therefore, the authority to invest and upgrade these national highways belongs to the local responsibility.
The Ministry of Construction agrees with the voters' proposal on the policy of investing in upgrading and expanding National Highway 27 and National Highway 27C to create favorable travel conditions and ensure traffic safety for people and vehicles.
The Ministry of Construction requests localities to proactively study and mobilize resources to invest in upgrading these roads according to their authority. The Ministry of Construction will closely coordinate in the implementation process.
