In order to better serve digital transformation, Cao Bang Provincial People's Committee issued a decision on the list of key specialized data, shared data and open data in the province, in order to promote connection, data sharing and effectively serve state management work.
The decision is built on the basis of new regulations such as the 2025 Law on Organization of Local Government, the 2024 Law on Data, and government decrees and programs on data development and national digital transformation.
Accordingly, the data list is applied to departments, agencies, branches, commune-level People's Committees and relevant agencies and organizations. This is an important basis for units to invest and upgrade information systems, and at the same time clearly define responsibilities in building, enriching and exploiting data.
The list is divided into three main groups. The first is major specialized data with more than 40 databases managed by departments and sectors, including fields such as science and technology, ethnicity, religion, land, environment, construction, culture, tourism, justice...
The second is shared data, including data connected from the national system such as population, civil status, business, insurance, health, education, criminal record... and data created by the province such as administrative procedure records, directing and operating documents, planning, electronic health records, surveillance camera systems.
Third, open data is publicly and freely announced on the province's Open Data Portal, including information on land use planning, land prices, lists of businesses, cooperatives, investment projects, educational institutions, healthcare, tourism, as well as data on environment, administrative procedures and cultural heritage.
Regarding implementation organization, the Department of Science and Technology is assigned to take the lead in guiding data standardization, operating the province's data sharing platform and connecting with the national platform.
The Provincial Police are responsible for managing population data, security, ensuring information security and protecting personal data. Departments, branches and commune-level People's Committees are responsible for updating, exploiting and sharing data according to regulations.
