After a year of implementing the 2-level local government model, provinces and cities across the country have conducted preliminary reviews, evaluated the implementation results and reported to the Ministry of Home Affairs.
Besides the positive changes, reality also shows some difficulties in arranging the contingent of cadres and civil servants (CBCC) that are not uniform, lack of specialized human resources in some fields and the assignment of tasks in some places is not really suitable for the capacity and strengths of each individual.
At the preliminary conference on 1 year of implementing the 2-level local government model in Lam Dong recently, Mr. Do Thanh Binh - Member of the Party Central Committee, Minister of Home Affairs, assessed that the province has stably operated the 2-level local government model from the initial stage and gradually promoted its effectiveness.

However, the Minister of Home Affairs also pointed out the common difficulties that many localities are facing. The workload at the commune level has increased sharply while the area is large, the population is large, and some fields still lack cadres with in-depth expertise. Staffing and policy mechanisms are not really suitable for the reality after arrangement.
From that reality, many localities are implementing a review of the job positions of officials and civil servants.
The Department of Home Affairs of Lam Dong province said that Mr. Bui Hieu - Deputy Director of the Department of Home Affairs, is requesting communes, wards and special zones to organize a comprehensive assessment of the commune-level CBCC team.
On that basis, each locality will review job positions, arrange and arrange CBCC to ensure the right people, the right job, at the right time, in the right area and promote practical capacity, strengths and work experience. Resolutely prevent the situation of assigning CBCC that is not suitable for their work capacity and strengths.
Along with Lam Dong, Khanh Hoa also identified improving the quality of grassroots officials and civil servants as a key task in the new development stage. The province's thematic resolution sets out the goal of building a capable team to meet modern management requirements and serve the people better and better.

A noteworthy point is that Khanh Hoa aims to standardize the team according to each job position. Each title is built with a specific competency framework, as a basis for evaluating, training, fostering and using cadres. On that basis, the locality conducts a comprehensive review to have a plan to rearrange, supplement training or transfer appropriately for each case.
Solutions being implemented in Lam Dong and Khanh Hoa show a common point of taking task performance efficiency as a measure. When cadres are arranged in the right positions, are properly trained and are evaluated by work results, the administrative apparatus will operate more smoothly.
This is also an important foundation to build a team of professional and responsible officials and employees, meeting the development requirements of the locality in the new period.
