The Prime Minister proposed to review and ensure the quantity and quality of local cadres; arrange villages and residential groups and arrange non-specialized cadres.

On May 29, at the Government Headquarters, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu - Head of Inspection and Supervision Team No. 12 of the Politburo and Politburo Member, Secretary of the Government Party Committee, Prime Minister Le Minh Hung chaired the Conference to approve the draft Report on the results of inspection and supervision (phase 2) of the Politburo and the Secretariat for the Standing Committee of the Government Party Committee.

At the Conference, the Inspection Delegation approved the draft report on the results of the second phase of inspection and supervision for the Standing Committee of the Government Party Committee on 4 contents:

The organization and operation of agencies and units after streamlining the apparatus and operating the 2-level local government;

Tasks and solutions to ensure the implementation of the target of average gross domestic product (GDP) growth in the period 2026-2030 from 10% or more according to the Resolution of the 14th Party Congress;

The leadership, direction, and organization of the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthrough development of science, technology, innovation and national digital transformation and related documents;

The leadership and direction of the implementation of Regulation No. 366-QD/TW and Conclusion No. 12-KL/TW of the Politburo on reviewing, evaluating and ranking the quality of Party organizations, party members and collectives, and individuals of leading and managing cadres at all levels.

Speaking at the conference, Standing Secretary of the Secretariat Tran Cam Tu stated clearly that the inspection and supervision delegation highly appreciated the efforts, attempts and achievements of the Government Party Committee in the past time, completing a large volume of work, basically meeting the set requirements, with breakthroughs.

Regarding the implementation of the 2-level local government model and the arrangement of the organizational structure, decentralization, and delegation of power after nearly a year of operation, it has basically become stable, operating smoothly, without interruption, gradually promoting efficiency, effectiveness, and efficiency; difficulties and obstacles arising have been identified and resolved promptly.

To date, the model has begun to shift from a stable phase to improving operational quality and is gradually shifting from a purely administrative management mindset to governance serving development creation.

Head of Inspection and Supervision Team No. 12 of the Politburo requested the Government Party Committee to coordinate with the Central Organization Committee to promptly summarize 1 year of operating the 3-level government, propose guidelines and solutions to continue to improve the model, with a focus on improving the quality of grassroots cadres.

It is necessary to be more determined, more drastic, to create breakthroughs, to be faster and more timely in perfecting institutions," the Standing Secretary of the Secretariat emphasized.

Speaking at the conference, Prime Minister Le Minh Hung made many proposals and recommendations to the inspection and supervision delegation to report to the Politburo and the Secretariat for consideration and conclusion.

Regarding the organization and operation of units, agencies, and localities after operating local governments at 2 levels, the Prime Minister raised a number of related recommendations to review, evaluate, and improve the decentralization and delegation of power, especially at the grassroots level;

Further promote the role of local Party committees and authorities in organizing the implementation of guidelines and policies; review and ensure the quantity and quality of local cadres; arrange villages and residential groups and arrange non-specialized cadres; strengthen solidarity and unity in the leadership collective of localities.

Regarding the implementation of Resolution No. 57-NQ/TW, the Prime Minister raised a number of recommendations related to completing the overall national digital architecture framework; building and completing databases; synchronizing the public service portal system, resolving administrative procedures; developing, commercializing and using strategic technology products, deploying ordering mechanisms; training human resources.
