On February 24, news from the Khanh Hoa Provincial Party Committee said that the locality has an Action Program to implement Conclusion No. 210-KL/TW of the 13th Central Committee of the Party on continuing to build and complete the organizational structure of the political system.
According to the Action Program, the Khanh Hoa Provincial Party Committee requests the construction of Party leadership agencies at the provincial and commune levels, along with advisory agencies of local Party committees and authorities in the direction of streamlining, operating effectively, ensuring the political system operates smoothly, meeting the requirements of tasks in the new situation.
The province continues to review, arrange, and streamline the internal apparatus of departments, boards, and branches.
Public non-business units, schools, educational institutions, health facilities and state-owned enterprises under the Provincial People's Committee will be reorganized according to the direction of the Central Government and the province's plan, ensuring improved service quality for people and society.
The Fatherland Front Agency, socio-political organizations, and mass organizations must also complete the reorganization of internal focal points. The reorganization of villages and residential groups and the arrangement of non-specialized personnel at the grassroots level are implemented in accordance with practical requirements.
Regarding personnel work, the province requires strict implementation of new regulations of the Central Government; organize periodic evaluations of officials according to KPI criteria, ensuring substance and objectivity.
Agencies and units must focus on building a contingent of cadres, civil servants, and public employees with bright moral qualities and high professional capacity, especially in the fields of science and technology, and digital transformation.
Implement the policy of encouraging and protecting dynamic and creative cadres who dare to think, dare to do, dare to take responsibility for the common good; strengthen control of power in cadre work, ensure publicity and transparency; resolutely fight against manifestations of running for positions and power.
Khanh Hoa Provincial Party Committee requests to build mechanisms and policies to attract and train high-quality human resources, good experts in key areas and key industries, serving the goal of rapid and sustainable development.
The arrangement of the number of deputy-level leaders must ensure compliance with regulations, striving to implement the number framework in accordance with the Central Government's regulations by the end of 2030.
The province also continues to arrange sufficient professional cadres and civil servants at the commune level to improve management capacity, administration and service quality for the people.
Notably, the province continues to implement the policy of arranging the titles of Secretary of Party Committee, Chairman of People's Committee at commune level who are not local people according to the direction of the Central Government; and at the same time maintain 100% of the Chairman of the Provincial and Commune-level Inspection Committee who are not local people.
