Mr. Tran Bao Ha - Vice Chairman of Ha Tinh Provincial People's Committee has just directed Huong Khe District People's Committee to urgently and specifically check information about hundreds of tons of cement from the support source for new rural construction in Loc Yen commune being poorly preserved, damaged, and wasted.
Thereby, clarifying the causes and responsibilities, strictly handling the responsibilities of relevant collectives and individuals, and reporting the results to the Provincial People's Committee before May 22.
The People's Committee of Ha Tinh province also requested the People's Committees of districts, cities and towns to urgently review and report on the management and use of cement to support the construction of new rural areas in 2024 and the first 4 months of 2025 in the area.
Assign the Department of Construction to preside over and coordinate with the Department of Finance and the Department of Agriculture and Environment to direct, urge, and inspect the implementation of localities, promptly direct, and immediately handle shortcomings, problems, and violations (if any) to the People's Committee of Ha Tinh province before May 25.
As reported by Lao Dong Newspaper, according to people's feedback, at the end of 2024, the People's Committee of Loc Yen commune received support from above hundreds of tons of cement to build rural roads.
After that, only a part of the road was used, most of the remaining cement was not used, piled up and covered with tarpaulins and left outside the stadium in Binh Phuc village, Loc Yen commune until now.
The incident caused a large amount of cement to be damaged, "dead" as hard as stone, causing waste, causing outrage among the people.
People think that if that large amount of cement had been carefully stored in a high place in a warehouse, in a headquarters with a solid roof, it would not have been damaged or wasted like that.
A leader of the People's Committee of Loc Yen commune said that because the cement support policy implemented in 2024 is the final support in building new rural areas, the commune wants to take advantage of this support source, so it has registered to receive cement to build a road.
However, after that, the commune only organized the construction of a section of the road. Due to lack of resources to buy sand and gravel to continue construction, other works were left behind, leaving about 210 tons of cement preserved by having it covered with tarpaulins at Binh Phuc village stadium as at present, causing damage.

Regarding this incident, on May 16, the People's Committee of Huong Khe district temporarily suspended Mr. Nguyen Van Hung - Chairman of the People's Committee of Loc Yen commune from work for 15 days, starting from May 17.
The reason for the suspension is to conduct inspections, verification, and clarification of responsibilities related to the damage and waste of cement from the new rural construction support source in Loc Yen commune.
The decision also requires Mr. Hung to review and clarify the responsibilities of the individuals involved.
On May 16, the People's Committee of Huong Khe district directed the specialized Department to directly inspect the incident of poor cement preservation, damage and waste.
Currently, the People's Committee of Loc Yen commune has counted and classified the damaged cement, "dead" hardness and cannot be used to coordinate with the cement supplier to have a plan to "squeeze" the damaged cement.
