The most polluted canal in Ho Chi Minh City is about to be renovated, construction starts in November

HCMC – The project to renovate Xuyen Tam canal, one of the most polluted canals in HCMC, is expected to start construction on the section through Go Vap district in November.

On October 17, the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board (investor) said that the Xuyen Tam Canal renovation project is divided into three construction packages.

The first package (XL-03) is the section from Luong Ngoc Quyen Street to Vam Thuat River, in Go Vap District, with a total investment of about 597 billion VND. The construction drawing design has been approved and the contractor is being selected, with a plan to start construction in November.

Two other packages will renovate the section from Nhieu Loc - Thi Nghe canal to Bui Dinh Tuy bridge (package XL-01) and the section from Bui Dinh Tuy bridge to Luong Ngoc Quyen street (package XL-02), including branches of Binh Loi, Binh Trieu, and Cau Son canals, located in Binh Thanh district.

Currently, the relevant units are completing the documents to submit to the Department of Construction for appraisal, expected to complete approval in November. These two packages will start construction before April 30, 2025.

The Xuyen Tam Canal renovation project had an initial total investment of more than VND9,600 billion, but has just been adjusted to increase to more than VND17,229 billion.

The main reason is the increased cost of compensation for site clearance and relocation of technical infrastructure, due to the application of the new Land Law and related policies. Of which, compensation costs account for VND 13,937 billion, the rest is construction costs and other costs.

This year, the Xuyen Tam canal renovation project has been allocated more than VND9,500 billion, of which about VND9,300 billion is for compensation and site clearance in Binh Thanh and Go Vap districts, and VND212 billion for construction, consulting and other expenses.

According to the plan, the People's Committees of Binh Thanh and Go Vap districts will approve the compensation, support and resettlement plan in early December 2024.

The Urban Infrastructure Construction Investment Project Management Board said it will coordinate with the two districts to disburse the entire amount of VND9,300 billion for compensation work in December.

At the same time, after completing the selection of construction contractors for package XL-03, the Project Management Board will carry out procedures for contract advance payment and disbursement of VND 212 billion in capital for construction.

Xuyen Tam Canal is nearly 9km long, flowing through Binh Thanh and Go Vap districts. The main canal is 6.7km long from Nhieu Loc - Thi Nghe canal to Vam Thuat river, along with three branches of more than 2.2km long. Currently, this canal is seriously polluted, affecting the lives of people in the area.

The Xuyen Tam canal renovation project includes dredging the canal bed to a depth of 3.5m and widening the canal bed from 20-30m. A wastewater and rainwater collection system will be built synchronously, helping to improve environmental quality and prevent pollution.

A 6m wide road with two lanes on each side of the canal will be built, along with 3-4m wide sidewalks and a system of parks and trees. A complete lighting system will also be installed to contribute to urban beautification and create a clean, green living space for residents.
