Accordingly, people cannot travel from Thanh Thai street through alley 381 Nguyen Khang to Lang street as before, but are forced to choose alternative routes.

Records from early morning show that the area at the end of alley 381 Nguyen Khang - Thanh Thai falls into a chaotic situation when many people have not grasped the traffic diversion and organization plan.
At the scene, the contractor arranged personnel to guide people to turn around and adjust their travel routes.
Mr. Nam Khanh (20 years old, student of Hanoi University of Transport and Communications) - who regularly passes through alley 381 Nguyen Khang to go to school - was surprised when the path was blocked.
Many people didn't know, so they still went in, and only turned around when they encountered barriers, causing traffic chaos. After that, I had to turn back in the direction of Dich Vong - Cau Giay to go to school," Mr. Khanh said.
According to the male student, functional agencies need to soon install remote traffic diversion signs to help people promptly grasp information and proactively change routes, avoiding traffic conflicts like this morning.




According to Lao Dong's records, this area is being implemented by the contractor for the Ring Road 2.5 project, Cau Giay - Dich Vong New Urban Area section (Cau Giay ward) and Dich Vong - Duong Dinh Nghe New Urban Area section (Cau Giay and Yen Hoa wards).
For the Cau Giay - Dich Vong New Urban Area section, site clearance is basically completed.
As for the section of Dich Vong - Duong Dinh Nghe New Urban Area, Cau Giay and Yen Hoa wards are deploying site clearance.
In Cau Giay ward, as of April 17, there are still 0.57 hectares to be cleared. A total of 96 people are using land (104 plans), including 2 organizations and 94 individuals.
25 plans have been mobilized for handover, including 23 households and 2 organizations (Tu Liem Company/agricultural land that has been compensated for site clearance and road and ditch land area managed by the Ward People's Committee): 2.65/3.22 ha (reaching 82%).
In Yen Hoa ward, the recovered land area is 4,580.2 m2/86 cases (including 2 organizations/1,521.8 m2; 84 households, individuals/3,058.4 m2).
According to the direction of the Standing Deputy Secretary of the Hanoi Party Committee at the meeting on April 15, the site clearance work for the Ring Road 2.5 section of the Dich Vong - Duong Dinh Nghe new urban area must be completed before April 30, 2026.

According to the Hanoi Traffic Construction Investment Project Management Board, the total number of resettlement plots for the 2.5 Ring Road project in the Dich Vong - Duong Dinh Nghe new urban area is about 100 plots/5,370 m2 (Cau Giay); 48 plots/2,815 m2 (Yen Hoa).
The City People's Committee approves the allocation of sufficient resettlement fund for Cau Giay ward and Yen Hoa ward in the planning area coded F/NO3 (area of about 1.69 ha), Phu Dien ward (Document No. 732/UBND-NNMT dated February 15, 2026 of the City People's Committee).
Temporary housing fund: 150 units at area N01D17 Cau Giay New Urban Area; remaining at CT5A, 5B, 6A, 6B, 6C Xuan Phuong ward.
