This is the first time the election of village, hamlet, and neighborhood heads has been carried out in new units after arrangement.
After arranging villages, hamlets, and neighborhoods, the number of units throughout Quang Ninh province decreased from 1,452 to 624. This election is of great significance in consolidating the political system at the grassroots level, promoting the people's right to mastery, and creating a foundation for residential areas to quickly stabilize and operate effectively.
To serve the election, the whole province has established 624 election teams with a total of 6,380 members. Before the election day, 100% of villages, hamlets, and neighborhoods had completed the posting of candidate lists at cultural houses, polling locations and headquarters of People's Committees of communes, wards, and special zones. Voter lists were also fully posted according to regulations.
A total of 395,339 voters representing households participated in the election.
As of August 13, all 624/624 villages, hamlets, and neighborhoods have completed the collection of household representative opinions on the form of election. Of which, 174 villages, hamlets, and neighborhoods chose to vote by raising hands, equivalent to 27.88%; 450 villages, hamlets, and neighborhoods chose to vote secretly, accounting for 72.12%.
Regarding the organization time, 486 villages, hamlets, and neighborhoods held elections throughout the day, while 138 villages, hamlets, and neighborhoods organized elections in the morning.
In parallel with personnel preparation and implementation of election procedures, communes, wards, and special zones in the province have deployed propaganda in many forms suitable to actual conditions.
Information about the election is integrated into Party cell meetings and conferences at the grassroots level; and is also propagated through the broadcasting system, electronic information portals, social networks and Zalo community groups.
The Fatherland Front Working Committee, the Election Team and mass organizations also promote propaganda and direct mobilization, helping people understand the meaning of the election as well as their rights and responsibilities when participating.
In addition, localities proactively review and fully prepare facilities to serve the election. Voting stations are mainly arranged at village, hamlet, and neighborhood cultural houses; some areas are organized at community centers or school sites, to ensure convenience for voters to participate.
