On June 18, Phu Nghia Commune People's Committee held a conference to approve the draft plan for coercive land recovery to implement the project to invest in renovating and upgrading National Highway 6, Ba La - Xuan Mai section (through Phu Nghia commune).
At the conference, Mr. Le Anh Dung - Party Committee member, Head of the Economic Department of the commune approved the report on the location of land plots expected to be coercively recovered, the situation of each household, and presented a draft plan for overall coercion for cases that have not complied with the land recovery decision to implement the project.
Working groups of the Party Committee, Commune People's Committee, Vietnam Fatherland Front Committee of the commune and departments, branches, and mass organizations have directly met, propagated, and mobilized households with land subject to recovery many times.
However, to date, there are still 15 households that have not agreed with the compensation and support plan when the State recovers land to implement the project and continue to have opinions and recommendations related to their rights when land is recovered.
After listening to the report, the delegates focused on discussing and contributing opinions to the draft coercion plan.
The opinions basically agreed with the draft content, and at the same time proposed to continue to strengthen propaganda and mobilize households to agree to hand over land; develop traffic diversion plans, ensure electrical safety; review the work of detecting and handling bombs, mines, and explosives.
At the same time, prepare plans to handle arising situations; organize a final dialogue with households before the time of coercion and soon establish a Coercive Committee to implement tasks according to regulations.

Concluding the conference, Mr. Nguyen Dinh Sy - Deputy Secretary of the Party Committee, Chairman of the Commune People's Committee emphasized that the organization of coercion must ensure compliance with the provisions of law, safety, strictness, and not allow passive or unexpected situations to arise.
According to the plan, the enforcement time starts from 7:00 AM on June 30, 2026; force concentration location at Pho Got village cultural house; asset gathering location at the old Dong Son Commune People's Committee headquarters.
The Chairman of the Commune People's Committee assigned the Hanoi City Traffic Construction Investment Project Management Board and the investor to fully prepare human resources, materials, and vehicles to serve the coercion work; requested the Hanoi City Police, especially the PA02 Department, to support professional vehicles, support tools and soon approve the coercion plan.
The commune police continue to conduct basic investigations, firmly grasp the security situation at the grassroots level, develop separate plans for forces participating in coercion and organize propaganda and mobilization for the last time according to regulations.
Traffic inspectors develop plans for traffic diversion and regulation; the electricity sector arranges forces to participate in ensuring electrical safety.
The Fatherland Front and socio-political organizations, together with the village authorities, continue to promote propaganda and mobilization; the Health Station develops a plan to arrange permanent forces during the coercion period.
The Economic Department advises on plans to mobilize forces and funds for implementation and complete the advice on establishing the Enforcement Committee no later than June 25, 2026.
Organizing a conference to approve the draft coercive plan is an important preparation step to ensure that the implementation of key traffic projects in the area is implemented on schedule, in accordance with the law, contributing to promoting socio-economic development and completing local transport infrastructure.
