Ms. An - a 35-year-old woman in Hanoi, happily shared that she had just taken the B-class car test and passed both theory and practice, although the scores were not absolute.
She said that among the group of about 20 people who took the exam, more than 10 students failed (in the long-distance practice part). "Before the exam, I maintained a stable spirit, and both studied and asked for experience in passing the entrance exam from friends," Ms. An said.
In fact, regarding the examination for cars and motorbikes, on May 19, the Traffic Police Department (CSGT) of the Ministry of Public Security said that the rate of passing the examination from March 1, 2025 (when receiving the examination work) to May 7, 2026, the overall rate of passing for cars only reached 54% (i.e., only more than half of the examinees passed); motorbikes 65%.
Achievement rate for each test section: For theoretical cars, it is 78%; graphics 68%; long-distance roads 89%. For theoretical motorcycles, it is 76%; graphics 89%.

According to a representative of the Traffic Police Department, in the coming time, the Department will continue to propose changes in the theory exam in the direction of focusing on traffic rules, ethics and culture, the road driving test will supplement situations related to traffic rules, common violations... ending the practice of "learning tricks, testing tricks".
Creating a transparent and fair testing environment requires each trainee to have "real" legal knowledge and "real" vehicle control skills.
By increasing the difficulty for road tests, projecting clips of traffic accident consequences for students before entering the exam sections, most of them have become more conscious and responsible every time they put their hands on the steering wheel or rev the engine of a motorbike.
From June 1, 2025, the Traffic Police Department officially applies a new set of theoretical questions in the road motor vehicle driving license testing nationwide.
Not only changing the organizing unit, the new set of questions is also comprehensively improved in content and structure to improve output quality, and at the same time end the situation of coping learning and learning tricks that has lasted for many years.
Accordingly, the set of questions consists of 600 questions clearly divided into each chapter, comprehensively covering the necessary knowledge for road motor vehicle drivers.
The content does not only stop at traffic laws, traffic signs or driving techniques, but also adds many practical situational questions and danger handling skills - an important improvement to assess real capacity instead of just testing mechanical theory.
In the set of questions, there is also a group of "failure points" related to serious dangerous acts such as running red lights, driving with alcohol concentration, going against traffic, not obeying traffic police orders...
Answering incorrectly any failing question will fail immediately, regardless of the total number of correct questions.
