After March 30, the following boarding houses must stop operating

Boarding house owners must implement solutions to strengthen and ensure fire prevention and fighting before March 30, 2025. After the above time, if the organization does not implement it, it must stop operations.

The Prime Minister issued Directive 19/CT-TTg on strengthening fire prevention and fighting (PCCC) for multi-storey houses, multi-apartment houses, individual houses combined with production and business.

In particular, mini apartment owners and landlords are required to implement solutions to strengthen and ensure fire prevention and fighting before March 30, 2025.

After the above time, if the organization does not implement it, the operation must be suspended until it is completed.

Fire safety conditions for boarding houses are currently stipulated in Article 5 of Decree 136/2020/ND-CP, as follows:

For boarding houses and accommodation establishments established under the Law on Tourism, 3 floors or more high or with a volume of 1,000m3 or more, must ensure safety conditions for fire prevention and fighting:

- Having regulations, prohibition signs, signs, diagrams or signs guiding fire prevention, fire fighting, and escape in accordance with regulations and standards on fire prevention and fighting or according to regulations of the Ministry of Public Security;

- Have grassroots fire prevention and fighting forces, specialized according to the type of facility, trained in fire prevention and fighting and organized fire fighting readiness to meet on-site fire fighting requirements;

- Have a fire fighting plan approved by competent authorities;

- Electrical systems, lightning protection, static power, electrical equipment, generators, heat generators, the use of fire sources and heat sources must ensure fire safety and fighting in accordance with regulations and standards on fire prevention and fighting or according to regulations of the Ministry of Public Security;

- Having a traffic system, water supply, communication for fire fighting, fire alarm, fire prevention, fire prevention, smoke prevention, escape, other fire prevention and fighting vehicles, and rescue vehicles to ensure quantity and quality;

- Having a Certificate of design approval and a design approval document (if any) and a document approving the acceptance results for fire prevention and fighting from the Fire Prevention and Fighting Police Agency.

For boarding houses and accommodation establishments established under the Law on Tourism, with a height of less than 3 floors and a total volume of less than 1,000m3, fire prevention and fighting safety conditions must be ensured:

- Having regulations, prohibition signs, signs, diagrams or signs guiding fire prevention, fire fighting, and escape in accordance with regulations and standards on fire prevention and fighting or according to regulations of the Ministry of Public Security;

- Have a fire fighting plan approved by competent authorities;

- Electrical systems, lightning protection, static power, electrical equipment, generators, heat generators, the use of fire sources and heat sources must ensure fire safety and fighting in accordance with regulations and standards on fire prevention and fighting or according to regulations of the Ministry of Public Security;

- Certificate of design approval and design approval document (if any) and document approving acceptance results for fire prevention and fighting;

- Having a traffic system, water supply, communication for fire fighting, fire alarm, fire prevention, fire prevention, fire escape, other fire prevention and fighting means, rescue means that ensure quantity and quality in accordance with standards and technical regulations on fire prevention and fighting or according to regulations of the Ministry of Public Security.

Thus, if after March 30, 2025, the landlord who is not eligible to meet the prescribed fire safety conditions will have to stop operating.
