Prolonged heavy rain caused floodwaters on the Trung and Bac Giang rivers to rise rapidly, exceeding alert level 3, causing widespread deep flooding.
In Yen Binh and Van Nham communes, hundreds of households are submerged in water, many families with elderly people and children urgently call for help.
In a quick exchange with reporters, Lieutenant Colonel Hua Van Cat - Head of Yen Binh Commune Police - said: "As of the evening of October 7, the water was still rising. According to local residents, this is the biggest flood in 50 years, possibly even surpassing the peak of floods in 1971. The whole commune is heavily flooded, many villages are completely cut off".


According to Mr. Cat, on the morning of October 7, water flooded into the Yen Binh Commune Police headquarters, up to the first floor. Officers and soldiers must urgently move records, documents and equipment to the upper floors to ensure safety.
"There are places where the water is up to 3 meters deep, many houses are flooded up to the roof. People only have time to climb to the roof or upper floors to avoid the flood. The strong current makes the pontoon boat unable to move, while the whole commune has only one motor boat" - Mr. Cat said.


From dawn to evening on October 7, social networks were flooded with help postings from people in Yen Binh commune.
Mr. Hoang Ha's family shared over the phone: "The water rose so quickly that it was now up to my neck. My family still has two young grandchildren and two elderly people, and we need urgent support".
At the same time, Ms. Hoang Thi Thu - a resident of Ray village, Quyet Thang commune (old) - also sent an urgent cry for help: "The area of Mr. Hoang Van Thuy, Mr. Hoang Van Thu and some other households was flooded near the roof of their house, flowing rapidly. There are elderly people and children, I hope the rescue forces will quickly approach and remove them from the danger zone".

The "four on-site" teams immediately reviewed and accurately located the households to dispatch rescue boats to rescue.
However, the water rose rapidly and flowed rapidly, making it extremely difficult for people to move, making it impossible for people to get out by themselves.
Mr. Hoang Van Thuy - a resident of Ray village, Yen Binh commune - said that yesterday he took his family to a safe place, only he stayed behind to look after the property. However, this morning the floodwaters rose rapidly, forcing him to sit near the roof waiting for the authorities to come and support him.


Mr. Vu Van Thinh - Secretary of the Yen Binh Commune Party Committee - said: "Almost the entire commune is flooded. The strong water makes the pontoon boats unable to operate, currently there is only one motorboat directly providing relief to the people".
At around 12 noon the same day, the Provincial Military Command dispatched another motorboat. This afternoon, a motorboat of the defense command of Region 3 was mobilized to rescue people.
In Van Nham commune, floodwaters from upstream continued to flow in, rising very quickly, causing many areas to be deeply flooded.
Thuyen and Ben Cat villages are currently completely isolated, traffic is cut off. Many households living near the People's Committee of Van Nham commune were also submerged in water.
On the same day, the broken incident of the Bac Khe hydropower dam caused millions of cubic meters of water to flow into the Bac Khe river and downstream areas such as That Khe, Trang Dinh, Khang Chien...
Local authorities have deployed guards, put up warning signs of danger, and advised people to limit travel through deeply flooded areas and areas at risk of landslides.
