As Lao Dong Newspaper has reported, the High-Tech Dairy Cow Breeding and Processing Investment Project in Ha Giang 2 ward, Tuyen Quang province has been implemented since 2017 but has not yet been put into operation.
This project has been pointed out by the Government Inspectorate for many violations and delays. With a total investment of more than 2.2 trillion VND, a scale of about 10,000 animals, on an area of 80ha, this is one of the most anticipated livestock projects in Tuyen Quang province.
To implement this project, 76 households in Ha Giang 2 ward have had agricultural land recovered. According to the project's explanation, when completed, households with recovered land will be prioritized for job creation at the farm, but after nearly a decade, no jobs have been created.
On April 8, inspecting this project, Mr. Hoang Gia Long - Vice Chairman of Tuyen Quang Provincial People's Committee requested the investor (Ha Giang High-Tech Dairy Farm Co., Ltd.) to explain and clarify the fact that some items are still behind schedule.
Faced with the slow progress of the project, leaders of Tuyen Quang province requested the investor to implement according to the approved investment policy, focusing manpower and resources on construction to put the project into operation soon.
Mr. Hoang Gia Long emphasized that Tuyen Quang province will resolutely revoke if the project does not meet the progress committed by the investor to the Provincial People's Committee.
After nearly 10 years of implementation, this high-tech dairy cow farming and milk processing project has just completed some items such as leveling ground, fences, cages for young and dairy cows, water treatment center, technical infrastructure including electricity supply, water supply and drainage, and communication.
Items such as fermentation silo area, fertilizer separation area, feed center, wastewater treatment system, transformer station, 22kV power line, operating office building, canteen, veterinary area, waste treatment area and auxiliary works are under construction.
Talking to PV, a representative of Ha Giang High-Tech Dairy Farm Co., Ltd. said that the project has been adjusted and the implementation time has been extended to the fourth quarter of 2026.
According to the plan, the first batch of about 200 cows will be brought to the project in August 2026, then continue to import about 1,200 cows in October 2026. The enterprise is implementing a plan to link with people in Ha Giang 2 ward and neighboring areas to develop grass growing areas and supply feed materials for the cow herd.
Water sources are still a difficult problem for the project, groundwater cannot be exploited because there is a risk of subsidence. While the Suoi Suu clean water project has not been put into operation, the enterprise has not yet completed the water source usage plan," the investor representative informed.
Previously, at the end of 2025, the Government Inspectorate issued a conclusion pointing out a series of shortcomings in the approval of investment policies, adjustment of investment policies and slow progress of this project.
The inspection conclusion clearly stated that the process of surveying for detailed planning and project proposals was not strict. Especially, the lack of thorough geological surveys led to the inability to use drilled wells to take water for the project.
According to the initially approved investment policy, the project will complete phase 1 and go into operation in Q4. 2024.
