On June 13, the People's Committee of Khanh Hoa province said that it had directed agencies, units and localities in the area to urgently implement the digitalization of archival documents, ensuring completion before June 30, 2025 in accordance with the set target.
Khanh Hoa province requires departments, branches, sectors and localities to mobilize maximum available resources and human resources; direct cadres, civil servants and public employees under their authority to speed up the progress of digitizing records and documents.
In particular, priority is given to 100% of records and documents being processed at agencies and units - especially administrative procedure records and documents directly serving people and businesses.
The provincial leaders emphasized that the digitalization process must ensure that it does not disrupt the management and operation of authorities at all levels, while absolutely maintaining the safety of original documents.
The storage and preservation of records need to be strictly implemented, avoiding damage and loss - especially in the context of restructuring the administrative apparatus and converting the 2-level local government model.
Khanh Hoa also requested the urgent completion of statistics, management, classification and zoning of document data in the system to serve the handover. District-level localities must proactively balance and allocate budgets for the task of digitizing archival documents at affiliated units.
The Chairman of the People's Committee at the district, town and city levels will be directly responsible to the Chairman of the Provincial People's Committee for the progress and quality of digitalization work in the locality under his/her management.
Currently, the Department of Home Affairs has fully prepared the necessary conditions to implement the 2023 Law on Archives, effective from July 1, 2025. This Department is also responsible for guiding, urging, and inspecting the digitalization work, synthesizing reports to the Provincial People's Committee; at the same time, coordinating the inventory, receipt, and handover of documents to ensure safety and smoothness in the process of restructuring the apparatus.
The Department of Science and Technology is assigned to ensure a stable information technology infrastructure, support the zoning, packaging, receiving and managing of archived documents and databases; closely coordinate with the Department of Home Affairs in stages related to data handover.
The policy of accelerating the digitization of archival documents is a specific step in the process of promoting administrative reform, modernizing the state administration and building e-government in Khanh Hoa.
