Coordinated action with no regrets
On the afternoon of September 5, Deputy Prime Minister Tran Hong Ha chaired a meeting with ministries, branches and provinces on responding to storm No. 3 Yagi.
Speaking at the meeting, Minister of Agriculture and Rural Development Le Minh Hoan said that hydro-meteorological forecasts all showed that storm No. 3 had a high warning level. Over the past 4-5 days, the storm's path has been stable and consistent in terms of route, intensity and risk level according to forecasts.
"To promptly respond to the storm, localities, including Hanoi, urgently prepare to minimize damage. Deploy necessary forces, means and equipment for response work. At the same time, develop specific plans at sea, limit movement, protect the safety of tourists and economic activities.
Organize inspections and reviews of weak points and vulnerable areas to take timely preventive measures. In particular, it is necessary to mobilize the coordination and proactiveness of forces, ministries and localities to respond effectively" - Minister Le Minh Hoan said.
In addition, according to the Minister, it is necessary to pay attention to the risks caused by people's subjectivity, and to strengthen propaganda and guidance to raise public awareness. At the same time, it is necessary to prepare plans to support and protect people, property and economic activities after the storm passes.
Where there is a mistake, responsibility must be clearly defined.
At the meeting, Deputy Prime Minister Tran Hong Ha said that level 3 storm has strengthened into a super typhoon with complex developments. To prevent further damage, the Deputy Prime Minister requested better forecasting, especially informing the people.
Deputy Prime Minister Tran Hong Ha gave an example: it is necessary to make people understand how strong level 12 is, and what levels 15 and 16 will be like. We cannot limit our forecasts to data alone. This is also the basis for forces, rescue and relief to coordinate their work.
In addition to storm forecasts, the Government leader directed the standing agency for natural disaster prevention and control to pay more attention to hydrological forecasts, because these are factors that can affect the direction, speed, and circulation of storms.
The Deputy Prime Minister emphasized the need for coordination among relevant forces. All parties have clear assignments of tasks. All levels, from leaders, must uphold the spirit of initiative, and where mistakes are made, responsibility must be clearly defined.
The Deputy Prime Minister agreed with the motto of the Ministry of Agriculture and Rural Development, on establishing a delegation to directly inspect the provinces affected by the storm. At the same time, he requested the standing agency to closely coordinate with the localities, helping people prevent and avoid losses of property, as well as people when responding to storm No. 3 .
