On June 29, Sam Son Ward People's Committee said that along with the increasing number of international visitors, the locality has implemented the model "Accommodation establishments participating in ensuring security and order in managing foreigners".
This model closely links the government, the police force and accommodation establishments, contributing to creating a safe, civilized and professional tourism environment.
Currently, Sam Son ward records nearly 1,000 operating accommodation establishments, serving millions of visitors. From July 1, 2025 to June 26, 2026, there are 3,916 foreigners staying and working in the locality.
This is a sign that the number of international visitors is recovering after a long period of restriction. Previously, in the 1980s–1990s, Sam Son was also a destination for many foreign tourists, mainly from the former Soviet Union, but in recent years the number of international visitors has decreased significantly.
The current increase both brings opportunities to promote economy and tourism, and raises the requirement to improve the management of residence, population and security and order. The new model requires accommodation establishments to fully declare temporary residence electronically, coordinate with the police force to review, manage guests and promptly notify cases of law violations.
Raising awareness and responsibility of accommodation establishment staff helps to limit loopholes, support functional agencies to grasp the situation from the grassroots level, and at the same time create an effective two-way coordination mechanism. In addition, legal propaganda and application of digital technology in declaration and accommodation management are focused on, contributing to building a civilized, friendly, and professional image of Sam Son.
According to Mr. Nguyen Minh Tam - Vice Chairman of the Ward People's Committee, emphasized that accommodation establishments need to clearly define their responsibilities in managing foreigners, strictly implement regulations on residence and entry and exit. When each establishment becomes an active link in ensuring security and order, Sam Son will have a solid foundation for sustainable tourism development, enhancing the image of a safe, friendly and internationally integrated destination.
