Including this merger, this is the third separation and merger of Quang Ninh Department of Tourism.
Quang Ninh Provincial Department of Tourism was established in 1993. In 2008, this department, together with the Department of Culture - Information and the Department of Physical Education - Sports of the province, merged into the Department of Culture - Sports and Tourism of Quang Ninh province.
By 2016, according to Decision No. 1270/2016/QD-UBND dated April 28, 2016 of the People's Committee of Quang Ninh province, the Department of Culture - Sports and Tourism was divided into 2 departments: Department of Tourism and Department of Culture - Sports.
Regarding the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", up to now, Quang Ninh province has completed plans to streamline and reorganize the apparatus from the provincial to district levels.
Accordingly, the province plans to reduce 2 agencies under the Provincial Party Committee, 3 executive committees, 7 party delegations, 1 party committee under the province, 7 specialized agency focal points at the department level, and 60 department-level focal points. Of which, for department-level focal points, it is expected to reduce 39 department-level focal points for departments, agencies, branches, and units that are merged, consolidated, and arranged according to the direction of the Central Steering Committee; reduce 21 department-level focal points for departments, agencies, branches, and units that are merged, consolidated, and arranged according to the direction of the Provincial Steering Committee. At the district level, it is expected to reduce 39 specialized departments and agencies.
In which, arrange and transfer the task of taking care of provincial officials' health to Quang Ninh Provincial General Hospital. Merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department.
For agencies and units under the Provincial People's Committee: Merge the Department of Planning and Investment and the Department of Finance; Merge the Department of Transport and the Department of Construction; Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; Merge the Department of Information and Communications and the Department of Science and Technology; Merge the Department of Culture, Sports and the Department of Tourism; Merge the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs.
