This morning (December 10), in Ha Long City, the 14th term People's Council of Quang Ninh province, term 2021-2026, held its 24th session to elect the Chairman of the Provincial People's Council and Chairman of the Provincial People's Committee of Quang Ninh province.
At the meeting this morning, the People's Council of Quang Ninh province elected the Chairman of the People's Committee of Quang Ninh province. Accordingly, Mr. Pham Duc An - Chairman of the Board of Members of the Bank for Agriculture and Rural Development of Vietnam - was elected as Chairman of the People's Committee of Quang Ninh province for the 14th term, 2021 - 2026, with 96.5% of the votes in favor.
Earlier, also this morning, the Quang Ninh Provincial Party Committee held a conference to implement the Politburo's decision on personnel work. At the conference, authorized by the Secretariat, Mr. Nguyen Quang Duong - Member of the Party Central Committee, Deputy Head of the Central Organization Committee - presented Decision No. 1750-QDNS/TW dated December 9, 2024 of the Secretariat on the transfer and appointment of Mr. Pham Duc An - Member of the Standing Committee of the Party Committee of the Central Enterprises Bloc, Party Secretary, Chairman of the Board of Directors of the Bank for Agriculture and Rural Development of Vietnam - to join the Executive Committee, Standing Committee, and hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term.
Mr. Pham Duc An was born on February 1, 1970 in Thanh Long commune, Thanh Chuong district, Nghe An province.
Before becoming Chairman of the Quang Ninh Provincial People's Committee, Mr. Pham Duc An had nearly 30 years of experience working in the banking industry, mainly at two major banks: the Bank for Investment and Development of Vietnam and the Bank for Agriculture and Rural Development of Vietnam (Agribank). Mr. An was also briefly assigned as Chief of Office of the State Bank of Vietnam.
The People's Council of Quang Ninh province also unanimously elected Ms. Trinh Thi Minh Thanh - Standing Deputy Secretary of the Quang Ninh Provincial Party Committee - as Chairwoman of the 14th term Quang Ninh Provincial People's Council, term 2021-2026, with 100% of the votes in favor.
Ms. Trinh Thi Minh Thanh - Standing Deputy Secretary of the Quang Ninh Provincial Party Committee - was assigned by the Politburo to run the work of the Quang Ninh Provincial Party Committee in August 2024, after Mr. Nguyen Xuan Ky - Secretary of the Provincial Party Committee resigned from his positions.
Before becoming Deputy Secretary of the Quang Ninh Provincial Party Committee in 2021, Ms. Thanh served as Vice Chairwoman of the Quang Ninh Provincial People's Council, Director of the Department of Finance, Chairwoman of the Provincial Women's Union, and Deputy Secretary of the Ha Long City Party Committee.
Ms. Trinh Thi Minh Thanh holds the position of Standing Deputy Secretary of the Quang Ninh Provincial Party Committee after Standing Deputy Secretary of the Quang Ninh Provincial Party Committee Ngo Hoang Ngan returned to the Vietnam National Coal - Mineral Industries Group and held the position of Chairwoman of the Board of Members of this group.
