In particular, for the Party committees and Party organizations at the provincial level of Quang Ninh, the activities of the Party Committee of the Provincial Agencies Bloc will end; the activities of the Party Delegation of the Provincial People's Council, the Party Executive Committee of the Provincial People's Committee, the Party Executive Committee of the Provincial People's Procuracy, the Party Executive Committee of the Provincial People's Court, the Party Delegation of the Provincial Fatherland Front, the Party Delegation of the Provincial Women's Union, the Party Delegation of the Provincial Farmers' Association, the Party Delegation of the Provincial Labor Federation, the Party Delegation of the Provincial Veterans' Association, and the Party Delegation of the Provincial Union of Science and Technology Associations will end.
Arrange and transfer the task of taking care of provincial officials' health to Quang Ninh Provincial General Hospital. Merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department.
Establish Party Committees of Party agencies, mass organizations, People's Councils, and Judiciary directly under the Provincial Party Committee, including Party organizations in advisory agencies, public service units of Party committees, People's Councils, Fatherland Fronts, socio-political organizations, People's Procuracy, People's Courts, and provincial-level mass organizations assigned tasks by the Party and State.
Establish a Government Party Committee directly under the Provincial Party Committee, including Party organizations in specialized agencies, public service units under the Provincial People's Committee, and a number of State-owned enterprises.
Propose to maintain the operating model of the Quang Ninh Coal Party Committee (a unique feature of Quang Ninh) under the Provincial Party Committee. For the Provincial Customs Department Party Committee, the Provincial Tax Department Party Committee will be reorganized according to the general plan of the whole country.
Implementing this plan will at least reduce 2 advisory agencies assisting the Provincial Party Committee; 3 executive committees, 7 party delegations; and increase 1 party committee directly under the province.
For agencies and units under the Provincial People's Committee: Merge the Department of Planning and Investment and the Department of Finance; Merge the Department of Transport and the Department of Construction; Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; Merge the Department of Information and Communications and the Department of Science and Technology; Merge the Department of Culture, Sports and the Department of Tourism; Merge the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs.
Implementing this plan will reduce 6 specialized agencies at the department level and is expected to reduce about 25% of the number of departments after the merger.
For Party committees, Party organizations, departments, and units under the District People's Committee: Merge and dissolve the tasks of a number of district-level steering committees and specialized agencies under the District People's Committee according to the regulations of the Party, the State, and the practical situation of the locality.
Establish Party Committees of Party agencies, mass organizations, People's Councils, and District-level Justice on the basis of Party Committees of district-level Party committees and Party organizations: People's Councils, Fatherland Fronts, socio-political organizations, People's Procuracy, and District-level People's Court.
Research, establish, and arrange the Party Committee of the District Government, including Party organizations in specialized agencies and public service units under the District People's Committee. Localities have developed plans to arrange departments and offices according to the direction of the Central and the province. It is expected that each locality after the arrangement will have 10-11 departments (reducing at least 2 departments/locality).
