On June 25, Lao Dong Newspaper reporters discussed with leaders of the Hanoi Department of Construction about the Trau Quy Town Truck and Public Service Station Project invested by Vinafco Joint Stock Company and the Co Bi Passenger Bus Station Project approved by Hanoi City for Hanoi Transport Corporation (Transerco) as the investor.

These are 2 projects that have been behind schedule and have been stalled for many years, causing many frustrations for local people.

The Hanoi Department of Construction said that regarding responsibilities, the Department has participated in giving opinions on specialized technical issues and strongly supported these two projects and hoped that the project would be completed and put into operation and use soon to meet the needs of the people.

However, when the reporter raised the issue of why the projects are still behind schedule, the leaders of the Department of Construction instructed reporters to work with the investor to listen to their difficulties and problems as well as the reasons for the delay.

At the same time, the leaders of the Department of Construction also suggested that reporters discuss with the Department of Finance about investment procedures, granting investment certificates, advising on project approval... Next, the reporter contacted the Department of Finance but did not receive any response.

Many questions from investors

To clarify the problem on the investor's side, Lao Dong Newspaper reporters continued to contact Hanoi Transport Corporation (Transerco) - the investor of the Co Bi bus station project and received extremely surprising information.

After many years of investment approval, Transerco seems to no longer be "salty" with this project.

A source from Transerco said that the unit has returned this project. It is worth mentioning that in daily life, the unit has not mentioned the Co Bi bus station project anymore.

The reporter has requested access to specific documents to clarify when Transerco proposed to stop investment, whether it has been approved by the city or not. However, these contents have not been provided by Transerco.

Meanwhile, it is known that in November 2024, at the 20th session of the 16th Hanoi People's Council, the Hanoi People's Committee said that there had been no changes in the investor. The City People's Committee informed that the project was only approved by the City People's Committee for Hanoi Transport Corporation as the investor since 2018 and is in the stage of organizing a community consultation on the boundary, location, and implementation location, and has not yet cleared the project site (the project has not yet had a land allocation decision).

Previously (June 2023), when responding to voters about this project, the Hanoi People's Committee also said that the inter-provincial bus station project combined with the eastern bus terminal of the city in Co Bi commune, Gia Lam district was previously. The project has been assigned by the City People's Committee to Hanoi Transport Corporation to implement in document No. 6526/UBND-KH&DT dated August 29, 2014, extending the implementation time in document No. 59/UBND-XDGT dated August 29, 2014. The investor has implemented a number of procedures for power supply, water supply/ drainage, and fire prevention and fighting.

It can be said that the inter-provincial bus station project combined with the city's eastern bus terminal in Co Bi commune, Gia Lam district has been "chosen" by the city to "send a golden face" to Transerco (a state-owned enterprise under the Hanoi People's Committee) since 2014. In 2018, this project was approved for investment.

Leaders of the Department of Construction and the city are interested in finding ways to remove investment incentives. However, the news that Transerco proposed to stop the project came as a huge surprise. This raises questions about the capacity and responsibility of businesses in investing in transport infrastructure, including bus stations. Because recently, 2 other private enterprises have officially built bus stations and are preparing to go into operation.

That is Yen So Bus Station, a bus station project in Hoang Mai district, Hanoi, invested by Thanh Tri Bus Station Joint Stock Company. Dong Anh Bus Station is invested by Van Thuan HOLDINGS Investment Joint Stock Company.
