The project has been "inactive" for many years
In June, Lao Dong Newspaper reporters were present at the land planned to implement the project of the truck terminal and public services in Trau Quy town, Hanoi.
The project has been granted an investment certificate since 2009, but to date, the project is still just an empty lot. More than 20,000m2 of land is lying exposed in the surrounding wall. Grass grows wildly. The mangrove that has been stagnant for a long time has made this place a place for spontaneous poultry grazing. No signs, no machinery, no shadow of a worker. All of which reflect a project that is in a state of "shelving".

"It's been like that for so many years, I don't know what the legality is. Many people came and went. There's nothing to do" - a resident living near the project told PV.
According to PV's investigation, Vinafco Joint Stock Company is the unit authorized by the Hanoi People's Committee to implement this project. However, the problem lies in site clearance. Receiving land transfers from households within the scope of project implementation and resettlement support has encountered many difficulties, affecting the progress of the project.

At the end of 2024, the Hanoi People's Committee clearly stated its responsibility for the current status of the project because the previous Gia Lam District People's Committee and the investor had not actively implemented it.
Meanwhile, another case is the inter-provincial bus station project combined with the former Eastern bus terminal of Hanoi in Co Bi commune (Co Bi bus station project) which is in a similar situation.
Many years ago, Hanoi City approved the implementation policy of the Co Bi bus station project, and assigned Hanoi Transport Corporation (Transerco) as the investor.
According to the plan, the project land area is nearly 10 hectares. This project is located in the Northeast adjacent to the City Inland customs clearance point (ICD Co Bi dry port); The Southwest adjacent to existing residents along Nguyen Duc Thuan street; The Southeast adjacent to the planned road B=30m; The Northwest adjacent to the planned truck station.

It was once expected to take on an important role in passenger transporting in the capital, but after more than ten years, the project still shows no signs of being implemented. Land left fallow causes great waste.
"It is not clear whether we plan to do another project or not. I have only seen the land left unused for a long time. People coming here also see it as a waste because of its beautiful location, right on the main road, which has been abandoned for many years" - a local resident said.
Voters are upset, petitioning many times
The issue of the two bus station projects in Gia Lam has previously been continuously mentioned in voters' recommendations to the authorities. People said that they have petitioned many times but have not been completely resolved.
Voters requested the City People's Committee to direct investors to promptly implement the project and have a specific roadmap and implementation time, avoiding general answers.

At the end of 2024, the Hanoi People's Committee responded to the Trau Quy Town Truck and Public Service Station project, saying: Gia Lam District People's Committee is responsible for presiding with relevant departments, branches and units to continue reviewing and reporting statistics to the City People's Committee according to the direction in Document No. 358/UBND-TNMT dated February 1, 2024.
Meanwhile, regarding the Co Bi bus station project, the Hanoi People's Committee said that the project was approved by the City People's Committee to Hanoi Transport Corporation as the investor since 2018 and is in the stage of collecting public opinions on the boundary, location, and implementation location, and has not yet cleared the project site (The project does not have a Land allocation decision).
According to Resolution 04/NQ-HDND dated April 8, 2022 of the Hanoi People's Council and Plan 160/KH-UBND dated June 8, 2022 of the City People's Committee on measures to speed up investment progress, focusing on handling budget capital projects using land that are slow to be implemented in Hanoi.
In Part B, Clause II, Section 1 of Plan 160/KH-UBND on classifying and assigning the implementation of handling non-budgetary capital projects using land behind schedule and behind schedule: "For projects that have had investment policy decisions (approval of investment policies, investment approval, document assigning investors to study) that have so far exceeded the project implementation schedule but have not been allocated land or leased land by the State: Assign the Department of Planning and Investment to preside over and coordinate with the City's departments, branches and People's Committees of districts, towns and cities to implement".
