On December 25, the Department of Construction of Quang Tri province announced that it had just issued a document proposing to soon implement the construction of the intersection connecting Dien Bien Phu Street with National Highway 1, Dong Hoi bypass route to ensure progress and promote investment efficiency.
According to the Department of Construction, Dien Bien Phu route is an important traffic axis connecting the East - West of Dong Hoi urban area, playing a big role in the socio-economic development of the locality.
The location of the intersection with National Highway 1 bypass has been approved in the planning and is licensed by Road Management Area II. Pursuant to the 2024 Road Law and related regulations, this intersection is eligible for connectivity.
To put the project into operation soon, the Department of Construction requested the Dong Hoi Environment and Climate Change Project Management Board to proactively coordinate with Road Management Area II, Truong Thinh Group Joint Stock Company and related units to organize construction according to the granted license.
Regarding the recommendations of BOT investors regarding the risk of reduced revenue, loss of flow and fee collection, the Department of Construction said that this is the content of the economic contract between the investor and the competent authority.
Currently, the Government is completing a decree guiding the implementation of regulations on sharing revenue reduction for transport BOT projects signed before 2021. When the decree is issued, the Department will advise the Provincial People's Committee to coordinate with all parties to implement it.
Previously, as reported by Lao Dong Newspaper, Dien Bien Phu route connecting Nhat Le 2 bridge to National Highway 1 bypass was invested with more than 165 billion VND from the World Bank, completed from June 30, 2023.
However, due to the lack of connecting intersections, the final section of the route has to be fenced off with concrete blocks, and the traffic is sparse, the project has not been effective.
