On October 29, the People's Committee of Son La province organized a provincial-level fire fighting and rescue drill in 2025 at the Huoi Quang Hydropower Plant (Huoi Quang Hydropower Company - Ban Chat).
The exercise consists of two parts: operating the command mechanism and performing live-fire drills. The hypothetical situation is that at 9:00 a.m., the H1 and H2 blocks of the Huoi Quang Hydropower Plant were operating at a capacity of 2x260MW when a short circuit incident occurred, releasing electricity through the T2-C transformer case, causing a fire to spread to the autumn hole area. As the fireproof doors were being disassemble for repair, the fire quickly spread to the lower floors, combined with cracks in the cooling oil pipeline, creating a widespread fire.
At the same time, at the may bien, the crane cable broke, causing a device to fall, seriously injuring a worker and getting stuck. While the forces were focusing on rescue, another incident continued at the 220m Altes Treatment Center due to overload, causing fire to the fan engines.
Faced with the complicated situation, the leaders of Huoi Quang - Ban Chat Hydropower Company directly commanded the local fire prevention and fighting force to deploy initial fire fighting measures. Local civil defense forces, Fire Prevention and Rescue Police of Son La and Lai Chau provinces, along with many military, medical and transportation units, coordinated to deploy emergency plans, search, rescue and control the fire.

The exercise mobilized forces from 36 units with more than 550 officers, soldiers, workers and 60 specialized vehicles and equipment.
Thanks to the synchronous and timely deployment, after nearly 1 hour, the simulated fire was completely extinguished, the victims were rescued safely, the scene was protected and examined according to regulations.
At the end of the drill, the People's Committee of Son La province awarded Certificates of Merit to 3 groups and 5 individuals; the Director of the Provincial Police awarded Certificates of Merit to 5 groups and 15 individuals with outstanding achievements in participating in and coordinating fire fighting and rescue drills.
