In the afternoon of May 13, in an exchange with Lao Dong Newspaper, the Commander of Highway Traffic Police Team No. 1 (Team 1, Room 6, Traffic Police Department) said that the unit has identified the Mercedes car driver who blocked other vehicles on the Noi Bai - Lao Cai expressway, causing public concern.
Accordingly, at about 2 pm on May 12, at Km145 of the Noi Bai - Lao Cai expressway, in the direction from Lao Cai to Hanoi, a car with license plate 30L-913XX stopped and parked improperly to block the front of a tractor-trailer with license plate 24H-047. xx, causing localized congestion in one lane.
The driver of the Mercedes car was identified as N.X. T (born 1977, residing in Bo De ward, Hanoi City).

Working with functional forces at noon on May 13, the driver admitted to stopping the car for about 1 minute on the Noi Bai - Lao Cai expressway. The reason was losing composure when the car behind continuously flicked the lights, asked to overtake, but because they were not qualified to overtake, they stopped to "excuse" the car behind.
According to the Traffic Police Department, the above act violates the provisions of point c, clause 7, Article 6 of Decree 168/2024/ND-CP.
For this violation, the vehicle operator is fined from 12 to 14 million VND and 6 points of the driver's license will be deducted.

Previously, on May 8, functional forces also fined driver N.V.H (born 1989, residing in Kha Son commune, Thai Nguyen province) driving a car with license plate 30B-146. xx for forcing the car to stop in the middle of the Noi Bai - Lao Cai expressway because he could not overtake.
According to Highway Traffic Police Team No. 1, the act of stopping and resolving conflicts right on the highway route poses a particularly serious risk, which can lead to collisions or chain accidents, directly threatening the safety of life of related people as well as other vehicles in traffic.
