On December 11, the People's Committee of Hai Chau District said it had clarified the case where people reported that officers of the Urban Regulation Inspection Team received fines through personal accounts.
On December 9, Mr. N.V.Q (an officer of the Urban Regulation Inspection Team assigned to work in Hai Chau 2 Ward) and the functional forces of the People's Committee of Hai Chau 2 Ward inspected urban order at alley K269, Ong Ich Khiem Street (Hai Chau 2 Ward, Hai Chau District, Da Nang City). During the patrol, the force discovered Ms. H.T.H (from Quang Ngai) parking her motorbike and cargo on this route to bring goods to the market, affecting traffic safety and order. Mr. Q drew up a record of administrative violations according to the provisions of Point b, Clause 3, Article 12 of Decree No. 100/2019/ND-CP of the Government, with a fine of 500,000-1,000,000 VND (average fine of 750,000 VND). Ms. H. also admitted to the violation and voluntarily signed the record.
According to the procedure, after making a record, the People's Committee of Hai Chau 2 Ward will issue a decision to impose an administrative penalty. Upon receiving the penalty decision, the citizen will pay the fine and present the fine receipt to the competent authority.
As a small business, living far away, not having much time to travel to implement the decision to impose a fine, Ms. H proposed to pay the fine immediately. Realizing the difficult circumstances of the people, Mr. Q instructed Ms. H to write a deposit paper to pay the fine with the exact amount that Ms. H had to pay when the Decision to impose an administrative penalty was issued, which was 750,000 VND.
After writing the bail bond, due to lack of cash, Ms. H asked for Mr. Que's bank account number to transfer money to pay the fine. Mr. Q provided his personal account number for Ms. H to transfer money to pay the fine.
Although Mr. Q's actions stemmed from the idea of helping citizens, without any sense of profit, but did not follow the legal procedures, creating negative public opinion, the People's Committee of Hai Chau District has temporarily suspended Mr. Q from work for a period of 15 days (starting from December 11, 2023) for the authorities to conduct an inspection, clarification, and handling according to regulations.
Previously, a personal account posted on Facebook about an urban official requesting a transfer of 750,000 VND to a personal account to pay a fine for parking on the street but did not make a record or provide a receipt.
