Over the past years, bidding activities in the province have achieved many positive results. However, there are still some shortcomings. The capacity of officers to perform their duties is still limited, leading to errors and violations in bidding activities; the publicity and transparency of bidding information is not guaranteed.
Inspection and supervision of bidding activities at agencies and units are not yet regular, and in-depth inspections in the bidding field have not been proactively organized...
In the health sector, the procurement team is mostly part-time, so there is confusion and delay in the implementation of bidding activities. In particular, there is still a fear of making mistakes and taking responsibility among some individuals, units and localities in the process of performing tasks. This has led to a shortage of medicines and medical supplies at some health facilities.
Faced with the above situation, the Chairman of the Dak Nong Provincial People's Committee requested localities and relevant departments and branches to proactively arrange resources, train and foster expertise for people working in bidding.
Departments, branches and localities regularly grasp information, feedback and recommendations on negative behaviors and violations in bidding to promptly verify and handle them.
In case of necessity or when violations are detected, it is necessary to proactively propose surprise inspections or transfers, recommendations to competent authorities, and transfers to investigation agencies for consideration and handling; post information on handling of violations by contractors and investors according to regulations.
Competent persons shall resolve issues in the process of selecting contractors and investors according to their authority, not shift responsibility to superior agencies to resolve issues under their responsibility; strictly handle organizations and individuals with violations...
