The National Highway 1A spatial axis project is one of the traffic infrastructure and urban embellishment projects implemented under the public-private partnership (PPP) method, build-transfer (BT) type contract, starting in May 2026.
The entire route from Ring Road 1 to Cau Gie intersection is about 36.3km long (through 18 communes and wards), after completion it will have a cross-section of 90m. The preliminary land use area is about 337.3ha and is expected to be completed in 2027.
The project has a section through Chuyen My commune about 2.06 km long, with a recovered land area of about 23.1 ha, affecting about 265 households.
Over the past time, the Party Committee and People's Committee of the commune have focused on directing, organizing dialogues, propagating and disseminating compensation and support policies and implementing land clearance (GPMB) steps according to regulations.
On August 19, the commune organized the payment of compensation and support funds to households according to 178 approved plans, with a total amount of more than 53 billion VND.
Chuyen My commune has handed over 2.3ha of agricultural land (land fund 1) and public land managed by the Commune People's Committee for the Investor to receive and implement the project according to the plan.
In Phuong Liet ward, local authorities determined that the National Highway 1A spatial axis project from Ring Road 1 to Cau Gie intersection is a strategic infrastructure project in the ward.
Ward leaders have decided to assign 3 civil servants and public employees to the Investment - Infrastructure Project Management Board to strengthen specialized personnel to serve specifically for site clearance work.
Regarding measurement and records and data as of August 19, functional forces have measured, drawn, and painted boundary lines for 282 households to organize, and at the same time handed over 143 boundary lines for site clearance on the ground.
In addition, the ward has collected dossiers of 260 households, completed the draft of 255 notices and officially issued 227 land acquisition notices.
On the ground, 6 specialized working groups have completed the current status measurement for 14 organizations and 120 households and individuals. Among the 220 voluntary measurement registration forms issued, 87 households and 14 consulting organizations and units have committed to coordinate implementation.
The Ward People's Committee has completed the development of 9 compensation, support, and resettlement plans; and at the same time transferred 39 investigation records to confirm the origin of the land and continued to complete 20 records according to working groups.
Although achieving many positive results, the work of confirming land origin still faces some obstacles due to differences in actual area compared to paperwork, along with issues of land type, conditions for issuing certificates, construction time and population information.
Phuong Liet Ward People's Committee is focusing on urgently completing investigation and measurement records to submit to the Appraisal Council for consideration of cases eligible for compensation and support. At the same time, units continue to accelerate measurement and drawing, paint markings for GPMB of Giai Phong road for households and remaining organizations, combined with reviewing all related legal documents.
