By November 2025, Quang Ninh has more than 13,090 enterprises and more than 1,200 cooperatives in operation, with nearly 696,000 employees.
In the fourth quarter of 2025 alone, the expected recruitment demand is nearly 13,000 people, of which industrial parks need about 9,000 workers. The demand for housing has accordingly increased sharply, posing an urgent need to build a housing fund for workers and low-income laborers.
According to Decision 444/QD-TTg of the Prime Minister, Quang Ninh is assigned the target of completing 17,588 social housing units in the 2025-2030 period, of which 2,201 units will be completed in 2025.
By the end of September 2025, the province had completed 1,758 units, reaching nearly 80% of the annual target. With the current progress, Quang Ninh expects to complete 2,288 units by the end of the year, exceeding the plan by 104%.
As of the end of September, the whole province has 9 social housing projects under implementation (5,054 apartments); 4 projects with a scale of more than 10,000 apartments are being submitted for consideration and investment; and 12 projects with about 20,200 apartments are being planned.
After the National Assembly passed Resolution 201/2025/QH15 on a specific mechanism for the development of social housing, the Provincial People's Committee adjusted the housing development plan for the period 2021-2025, expected to increase to 43 projects, with a scale of about 55,000 units.
To speed up the progress of projects, many processes have been streamlined, such as: Assigning investors without bidding has been cut by about 200 days, equivalent to about 70% of the implementation time compared to the previous regulations; no step is required to establish, appraise, approve detailed planning tasks..., cut 65 days.

Thanks to the new mechanism, the OXH-01 social housing project in Cao Xanh - Ha Lam ward, which was just started on September 30, 2025, is the first project to apply procedures to assign investors without bidding.
The project has a total investment of nearly 1,000 billion VND, building a 19-storey building on an area of over 1.5 hectares, creating 850 50-60m2 apartments, serving about 3,400 people. The project is expected to be completed in the fourth quarter of 2027.
Ms. Nguyen Thi Hien, a worker at Ha Tu Coal Company, said: "I previously submitted an application to buy social housing at the Bank Hill project (Ha Long ward) but could not because my income of more than 15 million VND/month exceeded the standard. Now that many new social housing projects have been implemented in Ha Tu, Cao Xanh, Ha Lam, Bai Chay wards, along with new regulations allowing people with incomes of up to 20 million/month to buy social housing, this will be a great opportunity for us.
Quang Ninh province has also implemented a credit program of about 120 trillion VND to support capital for social housing development, according to Resolution No. 33/NQ-CP on a number of solutions to remove obstacles and promote the real estate market to develop safely, healthily and sustainably.
The Social Housing Project of the Bank Hill Area (Ha Long Ward) alone has disbursed 750 billion VND; nearly 200 people borrowed from the Provincial Social Policy Bank with a total outstanding loan balance of more than 75 billion VND.
With a series of drastic solutions, Quang Ninh hopes that in 2025, it will become one of the localities that will soon complete and exceed the target of social housing development, creating a foundation to ensure housing for low-income people, workers and the increasing labor force in the area.
