Strong changes from the locality
Ca Mau - the southernmost point of the country - is one of the localities with the largest fishing fleet in the country, so all results here are of key significance. By the end of October 2025, 100% of ships with a length of 15m or more (1,542 ships) had completed the installation of voyage monitoring devices (VMS). All journey data, output, and exploitation coordinates are updated to the electronic system, ensuring absolute transparency.
Mr. Le Van Su - Vice Chairman of Ca Mau Provincial People's Committee - said that the locality no longer has "3 no" ships (no registration, no inspection, no license). Violations were all detected and strictly handled: 470 administrative cases with a total fine of more than 10 billion VND, of which 43 cases were related to the act of disconnecting VMS. All are updated to management software, serving traceability and transparent control.
Notably, Ca Mau has spent more than 7.5 billion VND to support subscription fees for cruise monitoring services for more than 7,000 fishing vessels, and at the same time developed a Resolution to support the installation of new monitoring devices, ensuring the maintenance of 24/24 signals.
The work of tracing the origin of aquatic products has been seriously implemented: 100% of ships leaving - arriving at the port electronically declare on the eCDT system. The province has issued more than 800 certificates of origin (CC) with a total volume of over 11,400 tons, of which 7,880 tons are exported to the EU market - demonstrating compliance with international standards.
Meanwhile, Can Tho - as a center for control and transit of raw materials, the city has implemented a plan to inspect, check, and control 100% of fishing vessels leaving the port, ensuring that all fishing activities are legal, licensed, have VMS and full fishing logs.
Dak Lak province after the merger has managed the old Phu Yen sea area. The Dak Lak Provincial People's Committee has also issued an urgent dispatch requesting coastal communes and wards to strengthen direction, setting a target of 100% of licensed ships before October 30, 2025. All unqualified vessels are sealed, fishing gear removed, and banned from going to sea.
Removing the IUU yellow card is a national honor
At the recent National Online Conference on combating IUU, Politburo member and Prime Minister Pham Minh Chinh once again affirmed: "In 2025, the IUU yellow card must be removed. This is the honor of the country, the livelihood of millions of fishermen, the reputation of thousands of businesses.
In Official Dispatch 198/CD-TTg, the Prime Minister emphasized: anti-IUU fishing work and removing yellow card warnings are important, urgent, and top-notch tasks in the immediate future; at the same time, they have long-term significance for sustainable development of the fisheries sector. Resolutely do not let a small number of fishermen or businesses for personal gain affect national prestige".
According to the Vietnam Association of Seafood Exporters and Producers, EC does not consider the "yellow card" as a ban, but as a warning about the transparency and sustainability of the fishery. The removal of the yellow card not only expands the export market but also demonstrates the fundamental change in the way Vietnam manages marine resources.
Implementing this direction, the Vietnam Coast Guard also deployed two peak periods, maintaining 50-60 regular patrol vessels, of which 34 vessels specialized in combating IUU fishing. In localities, the IUU Steering Committee maintains daily meetings and promptly processes information via the VISAT satellite television system.
