Regarding the traffic light cluster at the intersection of Hoa Binh Avenue - De Tham (Ninh Kieu District, Can Tho City), the yellow light signal flashed for about 30 minutes at noon on January 8, causing traffic jams because many car drivers did not dare to go, Mr. Mai Minh Ngoan - Chief of Office of the Traffic Safety Committee (ATGT) of Can Tho City - said that the unit had turned off this traffic light cluster.
Mr. Mai Minh Ngoan explained that at this time, the city is focusing on building an artistic flower street to celebrate the Lunar New Year 2025 on Vo Van Tan - Nguyen Thai Hoc street (Ninh Kieu district), so the traffic organization must be adjusted according to the current situation, temporarily stopping the traffic lights and switching to flashing yellow light signal mode.
The flashing traffic lights here are intended to facilitate the construction of the flower art road. At the same time, traffic participants passing through this section need to pay attention and move slowly.
According to Mr. Ngoan, after the incident, the authorities immediately handled the situation by turning off the lights. At the same time, the Board is also recalculating the plan to organize traffic more appropriately and conveniently for both the construction unit and traffic participants.
The Chief of Office of the Traffic Safety Committee of Can Tho City informed that previously, on January 7, the Department of Culture, Sports and Tourism of Can Tho City sent a document to the Traffic Safety Committee of Can Tho City regarding the adjustment of traffic signals in the area of Hoa Binh Avenue and Nguyen Thai Hoc.
Accordingly, from January 7, 2025, the contractor will erect barriers to organize the installation of the artistic flower street according to schedule. It is expected to be dismantled on February 4, 2025, returning the site to the local government.
The Department of Culture, Sports and Tourism requested the City Traffic Safety Committee to review and adjust traffic signals in the area of Hoa Binh - Nguyen Thai Hoc Street to ensure safe traffic for people.

Therefore, many traffic participants, especially car drivers, can only stop and wait without daring to move on, for fear of heavy fines for traffic violations, leading to local traffic congestion on the route.
According to Decree 168/2024/ND-CP, the penalty for running a yellow light will apply from January 1, 2025 for drivers of cars, four-wheeled motorized passenger vehicles, four-wheeled motorized cargo vehicles and similar vehicles, with a fine of 18 - 20 million VND and a deduction of 4 points from the driver's license.
In case of running a yellow light and causing an accident, the fine will be from 20 to 22 million VND and the driver's license will be deducted 10 points.
