According to Minister of Information and Communications Nguyen Manh Hung, Resolution 57 is to escape the middle-income trap and unleash creativity.

On January 15, the 6th National Forum on Vietnamese Digital Technology Enterprises took place in Hanoi with the theme "Mastering digital technology, mastering Vietnam's digital transformation process with Vietnamese digital technology enterprises".

The forum was attended and delivered a speech by General Secretary To Lam.

The National Forum on Vietnamese Digital Technology Enterprises is an important event organized annually by the Ministry of Information and Communications; an opportunity for Party and State leaders and experts in the technology field to meet, negotiate and give important directions, encourage creativity and innovation in technology production in Vietnam.

Previously, on December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation, including the viewpoint of mastering technology and strategic technology mastering tasks.

The birth of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo is a guideline and enlightenment for all industries, not only promoting and changing the nature of operations but also having a profound impact on the Vietnamese digital technology business community.

Speaking at the opening of the forum, Minister of Information and Communications Nguyen Manh Hung emphasized that Make in Vietnam means created in Vietnam, designed in Vietnam, made in Vietnam, manufactured in Vietnam and by Vietnamese enterprises.

"Make in Vietnam has been around for 5 years. Over the past 5 years, Vietnam's value in the digital technology industry has increased from 20% to 32%. In 2024, Vietnam's value in the 158 billion USD digital technology industry will be 32%. And we aim for Vietnam's value to reach over 50% by 2030. This is a very high goal to help Vietnam escape the outsourcing trap. Escaping the outsourcing trap is to escape the middle-income trap" - Minister Nguyen Manh Hung said.

According to Minister Nguyen Manh Hung, Resolution 57 dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation has conveyed the message of "self-reliance, self-confidence, self-reliance, self-strengthening and national pride" to promote Vietnamese intelligence.

Resolution 57 also sets the goal of self-reliance and competitiveness in technology, especially strategic technology. Previously, we focused a lot on application and processing, but now we must focus more on mastering technology, on design, on creating Vietnamese products, and on higher value stages.

Each year, the State will allocate 15% of the science and technology, innovation and digital transformation budget to spend on mastering strategic technologies.

Resolution 57 directs the assignment of core enterprises to undertake large, national key projects on digital transformation, and assigns core enterprises to master strategic technologies. This is a two-pronged arrow: mastering the digital transformation process, mastering digital transformation technology, and forming large national technology enterprises with international competitiveness.

"Resolution 10 is to escape poverty, Resolution 57 is to escape the middle-income trap. Resolution 10 is to liberate labor, Resolution 57 is to liberate creativity. The common spirit of both Resolution 10 and Resolution 57 is to manage by objectives, regardless of how things are done, to give autonomy and responsibility to workers, to accept risks and evaluate based on overall efficiency, and for workers to benefit from the fruits of labor and creativity" - Minister Nguyen Manh Hung emphasized.
